I Mayor Sullivan mentioned that the humane officer had quit and if anyone knew of a ~rson who would like the job to let him know. Engineer Becker reported that 19th St & Sheridan WaBe buil~ with the one half cent gas tax allocation last year and at that time the total work that was wanted to do came to about 90,000. dollars about $40,000. more than we had available and also at that time we decided to go ahead with the construction on a stage basis, the first stage was finished along ~ th a light coat of oil. The second stage would be cheaper to finish now than anyother time due to the fact that the asphalt plant is in the vicinity. He said that he did not know if enough money was available in matching funds, the project to finish wo~~d cost around 40,000. and that would mean the city would have to match aroun 10,000. If the money was not available the county commissioners had agreed to loan the city enough matching fund monyy if needed. The City Clerk reported that he thought there was enough money in the matching fund and thère would be no need to borrow the money. Engineer Becker said it was up to the council on whether or not they wanted to give him permission to go ahead and call for bids to finish the REnE project. , Councilman Hoglund made a motion seconded by Councilman Ruby that Engineer Becker be authorized to call for dids to complete 19tjSt & Sheridan. Motion carried. PUBLIC HEAREJG OF STREET VACAT:'ON The City Clerk infformed the Mayor & Council that this was the time and place for the public hearing on the street vacation that was submittc;d by Mr & Mrs Karl Jacobsen & VIr & Mrs Olaf Tjemsland. That Portion of Maple Street lying between S Street & T Street. Mayor Sullivan called for any comment from the 'audience. TheBe was none. Mayor Sullivan caììed for a decision of the council. Councilman Linds~y reported that the street committee had looked and checked the street in question and it was there opinion that city could not use the street due to its location. Councilman Lind~ey made a motion seconded by Councilman Judy that that portion of Willow Street between S & T street be vacated with the city reserving the rights of any future utilities. Arey stated he had a cQuple of things he would like to bring before the council, the first was thö.t last week ~e started getting cyclops in our water lines in the low pressure area ö.nd wanted to advise the council that everything was being done that could be done to correct it. lie stated that they vvere flusing the hydrants in thö.t area three times a day and vIers adding 20 extra pounds of chlorine at the city lake plus adding 10lbs of chlorine ev'ry other day at the reservoir and was sure thö.t in a couple of days the cyclops would be elimllinated. He stated that it was going to cost money, he had around 4,000. dollars in the budget, he knew that the money was guppgsed to be spent on the North Beach area this year, but felt this was more important to put these new lines in no~ and wait for another year on thæ North Beach area. Councilman Ruby objected to the delay on the improvements in the North Beach area, he said it has been about five years since the new lines. were f-irst planned and felt residents of -the area deserved some explanation! of this postponemenx. After some discussion Councilman Siebenbaum mö.de a motion seconded by Councilman Sweitzer, that Mr,'A:rey be authorized to do the necessö.ry work on Sheridan and 19th street. Motion carried. . Councilman Lindse~ reported on the hole diggin~for trees to be planted far the Point Hudson Co. He said that there were a lot of pipes in that area and the committee relt that if the Point Hudson Co. would assume full responsibility. of any tore up water mains and etc that they could go ahead and plant all the trees they wanted. Councilman-Siebenbaum described the tree planting as another traffic hazard. ~œ Roberts of the Hudson Point Co. asked if the city could locate the pipes for them he was assured by l'ilayor Sullivan that that would be taken care of. II Councilman Ruby objected to any possible use of city equipment on private property. No furtheTI action was taken. Planning Commission Chairman Marilou Green presented to the council several proposals voted at the last planning commission meeting and asked the city to adopt the following r~el....L1Zm. Pp.."'?C:ÞIt"'--S. 8 I To The Honorable Mayor and Members Of ~e City Council At their regular monthly meeting held on March 29, 1966 the members of the Port Townsend Plannirg Commission voted unanimously to reco~mend to the Port. Townsend City Council the following proposals, to be seriously. considered as soon as possible. 1. The Planning Commission requests- the city council to adopt a resolution whereby all preliminary plats and replats would first be referred to the Planning Commission for study, possible revision and approval before being sent to council committee. The Planning Commission would then forward their recommendations to the proper Council Committee, thence to the city council for final approval. 2. The Planning Commission urges the City Council to seriously consider the adoption of an ordinance that would require all new plats and replats to consis t o.f lots with a minimum of no less than sixty foot frontage. This ordinance would comncide with and be in accordance with FHA requirements. 3. The Planning Commission urges the city council to seriously consider the adoption of a set-back ordinance requiring new buildings and residences to be so situated on any given lot that the rights of the city and or adjoining property owners would not be infringed upon.
