Councilrrember Kenna made a ITOtion that the Council conduct a public hearing on August 21, 1984, to receive public comœnts on the proposed purchase of surplus corrputer equipœnt fran Jefferson County together with programing frcm Eden Systems, Inc. which was seconded by ¡ Counci1rærnber Jones and passed unanirrously by voice vote. I I NEW BUSINESS ORDINANCE NO. 2000 AN ORDINANCE PERrAINn~G 'ID PARKING REGUIATIONS IN THE CITY BY AMENDING SECTIONS AND ADDING NEW SECTIONS 'ID ORDINANCE NœBERS 1 7 5 3 AND 1 0 2 4 AND 1490 AS AMENDED. I ! Mr. Harper explained how this would change the parking requiremmt. Mr. Grove ! read the ordinance by ti tie. Councilrœmber Imislund made a 1TO1:ion that the : first reading be considered the second and the third be by ti tlE~ only which ! was seconded by Counci1member Jones and passed unani.rrously by voice vote. Mr. I Grove again read the ordinance by title. Counci1member Camfield made a ITOtion ¡ to adopt the ordinance which was seconded by Council.rnanber Jones and passed I unanirrously by roll call vote. I ¡ Kitsap Physicians Service Agreem:mt. Mr. Grove explained that many of the City's I ambulance service custaœrs are partially insured by Ki tsap Physicians Service I ! and are experiencing the need for additional effort in order to collect because ; there is no agreenent with the City fran which they can pay the City direct. ! The advantages and disadvantages of entering into this agreement were discussed. Counci1lœrnber Camfield made a ITOtion that the Council conduct public hearings on September 4, 1984, at the regular council Ireeting on Conditional Use Permit Applications No. 484-01 - Arœll and No. 4:34-02 Griffin which was seconded by Counci1rærnber Kenna and passed unani.rrously by voice vote. Mayor I I . ¡ ATTEST : I M~ City Clerk I I I I I I I 'MINUTES OF THE SPECIAL SESSION OF AUGUST 9, 1984 The City Council of the City of Port Townsend met in special session this 9th day of August, 1984, at 7:00 P.M., in the Council Chambers of City Hall, Mayor Brent Shirley presiding. : Councilmembers present at roll call were Mike Kenna, Janis Hunt, I Vern Jones, Jim Parker, and Jean Camfield. Also present was the ¡ Clerk-Treasurer, David Grove. I I I I I I 102 MINUTES OF THE SPECIAL SESSION OF AUGUST 9, 1984 Cont. SPECIAL BUSINESS Mayor Shirley explained that he called this meeting to have the Council consider the possibility of authorizing study of the use of Point HJdson as conference center and allocating additional Hotel/Motel Transient Tax to the Chamber of Commerce for tourism promotion so that they cëÌn provide matching funds for a grant to cover the cost of the study. ¡He explained that the Chamber of Commerce has pledged,via their Board of Trustees, a sum of $10,000 for matching money to a State Local Deveiop- ment Fund Program grant from the Department of Community Development provided the city is willing to defer $5,000 of cost for tourist pr6- motion activities this year. He indicated that this additional all¿~ cation will only be necessary if the grant is received. Additional! funds may be available from Jefferson County next year. Mayor Shirley indicated that he will also seek donations from business owners in the downtown area to supplement the match. He indicated that the Port 6f Port Townsend has pledged $5,000 for this project. The Economic I Development Council is preparing the grant application. Mayor Shirley explained the citý' s involvement in the event the grant is receivE~d J Councilmember Kenna excused himself from the room at this time statlng that he might have a conflict of interest in voting on this matter because he does printing for the Chamber of Commerce (7:10 P.M.). After discussion, Councilman Camfield made a motion that the Clerk- Treasurer be directed to prepare an ordinance appropriating an additional $5,000 from Hotel/Motel Transient Tax to promote tourÜ:m by the Chamber of Commerce which was seconded by Councilmember Hunt and passed unanimously by voice vote with four councilmembers voting. I ADJOURNMENT There being no further special business, Mayor Shirley declared the meeting adjourned at 7:12 P.M. ROLL CALL Councilmembers present at roll call were Jean Camfield, Janis Hunt, Frieda Imislund, Glenn Ison, Vern Jones, Mike Kenna, and Jim Parker. Also present were City Attorney Keith Harper, Public Works Director Ted Stricklin, and Clerk-Treasurer David Grove. I MINUTES Councilmember Hunt made a motion to approve the minutes of August 7, 1984 as written and to dispense with the reading of the~ which was seconded by Councilmember Jones and passed unanimously by voice VotE!. \
