Request for City Taxes and Fees paid by Average Househol<;i, Councilmember Clise requested a list of City taxes and fees pald by the average household in Port Townsend and a comparison with other communities of comparable size. Ferry Terminal Improvements. Councilmember Kenna stated that the letter written by Robert Harper of the Jefferson County Ferry Advisory Committee was very complete. I EXECUTIVE SESSION Mayor Pro-Tem Kenna recessed the meeting into Execut~ve Session to discuss real estate and requested the presence of Kelth Harper and David Grove at 10:47 PM. The meeting was reconvened at 11:13 PM. Excavation Permit for Robert vig. Councilmember Kenna explained that he has talked to Mr Vig who is anxious to clear up the debris on this property next to the Transit. Councilmember Camfield mad.:! a motion to approve his request of January 22,1990, provided thai: the wire and trash is removed and not just buried which was seconded by Councilmember Jones. Councilmember Kenna explained that nothing will be pushed over into the ravine. The motion passed unanimously by voice vote. ADJOURNMENT There being no further business, Mayor Pro-Tem Kenna declared th.3 meeting adjourned at 11:15 PM. M I cMru9J~gJV'v- ---- -- I Mayor Pro-Tem Attest: ~~ Clerk-Treasurer MINUTES OF THE SPECIAL COUNCIL MEETING FEBRUARY 8, 1990 The City Council of the City of Port Townsend met in special session this 8th day of February, 1990, at 6:00 PM in the Council Chambers in City Hall, Mayor Pro-Tem Mike Kenna presiding. /- ( ROLL CALL Councilmembers present at roll call were Jean Camfield, John Clise, Vern Jones, Mike Kenna, Julie McCulloch, Norma Owsley, and Sheila Westerman. Also present were Clerk-Treasurer David Grove, City Attorney Keith Harper, and Planner Kevin O'Neill. SPECIAL BUSINESS I Mayor Pro-Tem Mike Kenna explained that this meeting has been called to discuss concerns about the improvements to the sewer treatment plant and construction of secondary sewage treatment facilities addressed by the residents of the North Beach area of town. An addendum prepared by CH2M Hill to the environmental checklist for the engineering report for the City of Port. Townsend Secondary Wastewater treatment plant was copied for the council and made available for the audience. Mayor Pro-Tem Kenna recognized a representative from the Cape George Sewer District to explain the reasons the Cape George Sewer District was formed. It was explained that the Department of Ecology does not want two 373 MINUTES OF THE SPECIAL SESSION OF FEBRUARY 8, 1990, Cont. I outfalls as close together as they would be if they built their own sewer treatment facility. Questions about the arrangement between the City and Cape George, about the ability oj: Cape George to assign their share to others, status of the contract, etc. were then fielded by Mayor Pro-Tem Kenna and the engineers from CH2M Hill. Gordon Nicholson was asked to presen1: the information he had prepared for the council which he did. He reviewed a series of charts which were prepared in advance of the meeting and copies of most were handed out to everyonE! present. These charts were reviewed in the following order: Secondary Treatment Compliance Schedule Artist's Rendering of Plant Appearance Project Mitigation Updated SEPA Information SEPA Process Alternative Sites I Mr. Nicholson explained that the decision before the council regarding this project is whether the additional information added to the environmental checklist has sufficient potential adverse effect on the environment to change the declaration of non-significance previously issued. The other alternatives described were to issue a new, mitigated declaration of non- significance or to require an environmental impact statement. A discussion ensued about the SEPA process as it would apply to this project, what communities have been required to do environmental impact statements on secondary sewer treatment facilities, and what changes have occurred since the first checklist was prepared. A discussion ensued about the costs to move the entire plant, what improvements would be necessary to expand an exis'ting facility, and restriction to "city only" affluent. Mr. Nicholson explained some of the other issues including Class II reliability, infiltration/inflow, Septage Treatment, Flood Plain, and Sludge Utilization Plan. A discussion ensued on the noise effect on the neighborhood. It was indicated that the residents in the North Beach area would like an opportunity to comment on the proposal and offE~r additional information for consideration by the city council. Mayor Pro-Tem Kenna explained that public hearings before the Planning Commission have been scheduled for the Council Chambers and so the meeting must be continued at a later time.
