MINUTES OF THE SPECIAL SESSION OF AUGUST 13, '1983

The City Council of the City of Port Townsend met in special session
this 13th day of August, 1983, at 10:00 A.M. at the Admiralty
Resort in Port Ludlow, Mayor Brent Shirley presiding.
ROLL CALL
Councilmembers present at roll call were Jean Camfield, Janis Hunt,
Mike Kenna, and James Parker. Also present were Public Works
Director Ted Stricklin, Police Chief Bob Hinton, and Clerk-Treasurer
David Grove. Councilmembers Joseph Ciprioti and Dale Judy arrived
later in the meeting.
SPECIAL BUSINESS
Mayor Shirley explained that the purpose of this meeting was to
afford the City Council an opportunity to identify problems within
the City which are of major concern to them. He suggested that
onee the problems are identified, the Council decide what course
of action should be pursued in order to address the problem and
which have the greatest priority. He explained that basic services
such as police and fire protection, ambulance and financial
obligations should be taken for granted. He indicated that the
Council has been provided notebooks with goals which have been
selected by the various department heads to give the Council a
feel for what staff has in mind at the present time. He indicated
that his role in the discussion to follow will be to facilitate
the processing of ideas. The Police Chief, Park Superintendent,
Clerk-Treasurer, and Public Works Director were interviewed during
the course of the meeting to clarify the goals they had. At the
conclusion of the meeting, the following list of concerns or areas
of interest were prioritized in the following order:
