Prior to the start of the meeting, Mayor Pro-Tern Judy armounced that the Oath I s of Office would be administered to the Mayor Elect, Barney McClure and Counci1mem- ber Elect Brent Shirley which was done by Clerk-Treasurer David Grove. Mayor Barney McClure then presided over the meeting. ROIL CALL Councilræmbers present at roll call were Tom Camfield, Dale Judy, Richard Shaney- felt, Brent Shirley and Elizabeth Smith. Also present were City Engineer Roger French, City Attorney Glenn Abraham, and City Clerk-Treasurer David Grove. Mayor M:X:lure declared his support of the concept of open government and enlisted the support of the present Council and the Council Elect. He requested that Coun- cilræmbers use the public address systern to aid rœmbers of the audience who are hard of hearing. MINUTES A rrotion was made by CouncilIrember Camfield to approve the minutes of November 6:, 1979, as written and to dispense with the reading of them which was seconded by Councilmernber Judy and passed unanirrousl y by voice vote. BIILS AND CLAIMS The follovling bills and claims were presented for payrœnt: Current Expense 1,045.01 Street 596.16 Library 282.50 Equipment Rental 193.63 Park 157.13 Water-Sewer 2,306.32 Payroll 11,382.58 A rrotion was made by Councilræmber Judy and seconded by Council1œrnber Smith that the bills and claims be paid which passed unanirrously by voice vote. COf.MlNICATIONS Mr. Grove reported that the Council received a letter dated November 2, 1979, from Robert M. Goehring, Director of the Community Alcoholism Center requesting that the City contribute $500.00 additional toward the program for 1979, because of inflation and the increased mnrber of clients during the first three quarters of the year. Councilmember Camfield asked if an emergency ordinance would be needed to accomplish the budget change needed to make the contríbútion. Mr. Grove indicated it would. After a brief discussion of possible revenue sources, Mr. Abraham indicated there was room in his budget to make a contribution of that size. Mayor McClure reminded the Council that the preliminary budg~t presented by r1ayor Steve showed a reduction in the amount which would be contributed by the City. I\;1ayor McClure then indicated the request would be handled administratively. Mr. Grove then explained that the Council has received two requests for street lights. The first request was dated November 13, 1979, from Police Chief John Doubek to install street lights at the corners of Cosgrove and Madison Streets and Foster and Madison Streets. The second request was from Mr. and Mrs. Ed Anderson dated November 6,1979 and November 14,1979, to have a street light installed at the far end of 31st Street. After a brief discussion, Counci1mem- ber Smith made a rrotion to refer these requests to the Fire and Light Cornmi ttee which was seconded and passed unanimously by voice vote. Mr. Grove reported that CounciJ..rnerrù:¡er Ciprioti has recei vedrequests from the residents near the corner of Clallam and McKinley to install the street light previously approved. Mr. Grove reported that the Council received a copy of a statement from Puget Power that they will no longer be installing new mercury vapor street lighting as a conservation move. Sodium vapor lights will be installed instead. r 126 MINUTES OF THE REGULAR SESSION OF NOVEMBER 20, 1979_J.QQnt_.J COMMI'ITEE REPORI'S Mayor McClure reported that he will be making new comnittee assigrnnents when the COlll1cil Elect is installed and would like the Councilrnembers to make their desires known as to what comnittee assigruænts Í;I1terest them. He indicated the responsi- bilities of the Health and Sanitation Comnittee will be expanded to include eco- nomic studies of the community. Legislative-Environmental - CouncilIœmber Shaneyfelt reported that the Council has received an enviroruœntal checklist from Rayrrond Oliver and James and Dora Harris on the construction of a comrœrcial building and court between 702 and 720 Water Street. He made a IIDtion to declare the project enviroruœntally signif- icant pending further infonnation which might mitigate the adverse effects on the environment which was seconded by Councilrœrnber Smith and passed unanirrousl y by voice vote. Councilmerllber Shaneyfelt reported that Kevin Larson has applied to expand the project proposed for the property at Sheridan and Sims Way from a grocery store to a shopping center. He made a IIDtion that a declaration be postponed until IIDre detailed plans are submitted which was seconded by Councilrnember Shirley and passed unanimJusl y by voice vote. Water, Sewer, Street - Mayor McClure reported that the comnittee will be meeting in the Mayor's office after the Council rreeting and the public is invited to at- tend. I NEW BUSINESS Mayor lIlcClure requested that the Council study a rœmorandum dated September 20, 1979, from Hark o. Erickson, City Attorney, City of Olyrrpia to avoid violation of the doctrine. He reported that the Cascade Youth Syrrphony would like to per- form here on ~1arch 3, 1980, and plans to make a contribution towards youth edu- cation through the City Police Department.
