PUBLIC HEARING.. Street Vacation
Mayor Sullivan called for the public hearing on ttle vacation of that portion of 4th Street
Lying between Hendricks Street und Grant Street. The vacation~as requested by V M. Coster.
It was moved by Councilman Lindsey seconded by Councilman Judy that the portion of 4th Stl"'eet
lying between Hendricks StJ'eet and Grant Street be u-acated.i'llotion carried.

PUBLIC HEARING" STREET VACATION

Mayor Sullivan called for the public hearing on the vacation of streets of the Bishmp
developmopt Corporation. Councilman, Lindsey stated the commi ttee hELd looked t]:1e, streets ovrèr
and that the streets the Company wanted vacated and the streets to be relocated that the City
would wind up with as much or more property than before. He Said that the company had to relocaite
thoes streets in order to get a plat. Councilman Lindsey made a motion to vacate what ever
streets were necessary. Councilman Siebenbaum said that Mr Biship had a verbal agreement with
Mr Cusack on the. porti_on of 6th Street ly~ng between Hancock D.:1d Sherman. !vIr .Biship said that
t e portion of 6th Str~et between Hancock and Sherman he would like to hold ov~~ until the next
regular sess ion, by tha t time he should have a vœi tten agreement from Mr cusac1;.
City Attorney Abraham mentioned that these petitions TIere actually two petitions one by the
Biship Corporaion and a sepe:8.te one between I'Vœ Cusack and the Bish6>p Corporat:i.on.
Councilman Carter asked what street that PSP&L was envolved in. Councilman Lindsey reported
that had been settled already between the Bishmp Corporation and the PSP&L.
City Attorney Abraham said that he would suggest the council. make a reservati.on in the Ord.
for the power line easement which is in existance. Mr. Copps stated that after the letter had
been written the Bishop Co and Light Co. had ca:ne to an agreement. Councilman Lindsey withdrew
his original Motion.
Councilman Lindsy made a motion seconded by Councilman Siebenbaum that all the other streets
be vacated and that porti~n of 6th St. lying between Handcock and Sherman St. be held over
until the next regular session. Motion" ca.rried. "

at the Fire Hall,. he asked the City Clerk and City Attorney to attend. He also stated tbat the
commi ttee from the chamber of commerce would also be there.

City Engineer Becker stated thö.t the plan to reroute the ferry traffic would cost money and
asked the council if t.i:ley would come up wi th some plan to ge,t the money. NIayor Sullivan
referred the request to the Street Commi ttee City Eng,ineer and Poliee Chief and asked them to
meet with the Ferry Corporation to see what could be done about the cost.

OF A BRIDGE TRAVEHSING PUGET SOUND FROM WEST POINT TO BAINBRIDGE ISLßHD, AND IN OPPOSITI ON

The Ci ty Council of the City of Port Townsend, in regular sess ion assembled, after due
cpnsidera tion, finds that .
WHEREAS, the bridging of Puget. Sound has been l,ong co nsidered, and is of vi tal initerest to th e
City of Port Townsend and its citizens, and

WHEREAS, it is obvious that the bridging of 'Puget Sound at a point between West Point and
Bainbridge Island will far better serve the development of th3 Ki tsap Peninsula and the
north Olympic Peninsula, having regard for the fact that the Narrows- Bridge provides Dccess
to the lower Kitsap Peninsula area,
NOW, THER:J:FORE, BE IT RESOLVED, that the City Council of the City of Port Townsend favors the
construction of a bridge across Puget Sound between West Po.int and Bainbridge Island, and is
opposed to the canst uction of a bridge across Puget Sound at a point trasversing Vashon Island

Gentlemen:
I have heard that a com'~1i ttee of the Chamber of Com.rnerce hö.s had discuss~.O)ô.S with you about
taxes to raise needed city reve::1ues. As a {,-ome-owning taxpayer I wan t to protes ':; any rö.ise
in the utili ties tax because this would be discrimina tory ar~d unfair to t~:.oes us:'.!1ß gas are
electric heat by letting those using oil heat ~o untaxed b' the city.
The commi ttee also contends such a tax plus a possible raise in via tor ra tes would. be fair because
it would be broad based. I say it would be unfair because any increase of (1.00 or more :oer
month vlOuld hit t>ose le as t able to pay by as much as 1~ per rlOn th, while mas t bus in::::: ss ¡nen would
pay no ;-.10re than 1/10 of 17'~ of their incoJ:TI.e per month.
In 1962 we had a 9.2~ increase in our water, se~er & Garba~e service. A Gl.00 ad.ditio~ wo~ld
be a 16 & 2/3~ increase in city fee on top of a 12% increase in county tax.
