HomeMy WebLinkAbout3074 Supplemental Budget 2012 Ordinance 3074 2012 Supplemental Budget Page 1 of 2 ORDINANCE NO. 3074 AN ORDINANCE APPROPRIATING THE SUM OF $1319041 TO THE GENERAL FUND; $27,288 TO THE DRUG ENFORCEMENT AND EDUCATION FUND; $108,656 TO THE PUBLIC WORKS ENGINEERING FUND; $167,271 TO THE COMMUNITY SERVICES FUND; $1,301,319 TO THE CAPITAL IMPROVEMENT FUND; $100,000 TO THE TRANSMISSION LINE REPLACEMENT FUND; AND MAKING FINDINGS AND DECLARING AN EMERGENCY. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 2012 BUDGET, MAKES THE FOLLOWING FINDINGS: WHEREAS, the above funds were reviewed for budget status in the first quarter; and WHEREAS, some funds incurred additional costs that were not foreseen during the initial development of the 2012 budget; and WHEREAS, the City Manager directed line item budget transfers to some cost centers to cover additional costs , but other cost centers need to be supplemented with additional appropriations; and WHEREAS, circumstances that caused these changes include receipt of federal and state grants, changes in staff labor costs and staff resource reallocations, increase in the cost of professional services, unforeseen unemployment benefits, additional intergovernmental contracts, changes in the operating schedule for pool hours, and an authorized interfund loan for Main Street tax credit program; and WHEREAS, many of the city funds had budget reductions that were approved by the City Manager, and to not require inclusion in the supplemental budget ordinance; and WHEREAS, a duly noticed public hearing was held on May 21, 2012. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1. The sum of ONE HUNDRED THIRTY ONE THOUSAND FORTY ONE DOLLARS ($131,041) is hereby appropriated as a supplement to the 2012 General Fund budget from additional revenues and unreserved fund balance. Section 2. The sum of TWENTY SEVEN THOUSAND TWO HUNDRED EIGTHY EIGHT DOLLARS ($27,288) is hereby appropriated as a supplement to the 2012 Drug Enforcement and Education Fund budget from unreserved fund balance. The sum of ONE HUNDRED EIGHT THOUSAND SIX HUNDRED FIFTY SIX DOLLARS ($108,656) is hereby appropriated as a supplement to the 2012 Public Works Engineering Fund budget from unreserved fund balance. Section 4. The sum of ONE HUNDRED SIXTY SEVEN THOUSAND TWO HUNDRED SEVENY ONE DOLLARS ($167,271) is hereby appropriated as a supplement to the 2012 Community Services Fund from increased revenues, selected expense reductions and unreserved fund balance. Section 5. The sum of ONE MILLION THREE HUNDRED ONE THOUSAND THREE HUNDRED NINETEEN DOLLARS ($1,301,319) is hereby appropriated as a supplement to the 2012 Capital Improvement Fund from increased grant revenues and unreserved fund balance. Section 6. The sum of ONE HUNDRED THOUSAND DOLLARS ($100,000) is hereby appropriated as a supplement to the 2012 Transmission Line Replacement Fund budget from unreserved fund balance. Section 7. There is hereby found and declared to be an emergency requiring the foregoing appropriations to the 2012 budget. Section 8. This ordinance shall take effect upon its passage, approval, and publication in the form and manner provided by law.
