AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING THE
PORT TOWNSEND MUNICIPAL CODE REVISING CHAPTER 2.34,
DIRECTOR OF BUIWING AND COMMUNITY DEVELOPMENT, TO REVISE
THE DUTIES AND RENAME THE POSITION OF THE BUILDING AND
COMMUNITY DEVELOPMENT DIRECTOR TO DIRECTOR OF
DEVELOPMENT SERVICES
WHEREAS, the City Council determines it appropriate to revise the duties and rename
the position of the Building and Community Development Director as set forth in this
Ordinance.
NOW, THEREFORE, the City Council of the City of Port Townsend ordains as
follows:
SECTION 1. Chapter 2.34, Director of Development Services, of the Port Townsend
Municipal Code, is hereby amended to read as follows:
CHAPTER 2.34
DIRECTOR OF DEVELOPMENT SERVICES
2.34.010 Position created - Qualifications.
The position of director of development services is created and established. The director
of development services shall be appointed by the city manager. The director of
development services shall serve at the pleasure of the city manager. The person so
appointed shall possess a degree in urban planning, architecture, civil engineering or
equivalent experience, and shall have at least five years of experience in planning, urban
design, building supervision, public administration or allied fields.
2.34.020 Duties.
The duties of the director of development services shall be as follows:
A. Administer and enforce provisions of the following Codes relating to the issuance of
permits and approvals:
. Streets and Sidewalk Code (PTMC Title 12);
. Water, Sewer, Stormwater Code (PTMC Title 13);
. Building Code (PTMC Chapter 16.04),
. Zoning Code (PTMC Title] 7),
. Land Division Code (PTMC Title 18),

Environmental Protection Code (PTMC Title 19)
With reference to land use permits and approvals that involve provisions of the Streets
and Sidewalk Code (PTMC Title 12) and Water, Sewer, Stormwater Code (PTMC Title
13), the director shall, before issuing permits, consult with the Public Works Director,
who shall have final authority over that portion of any permit relating to Streets and
Sidewalk Code (PTMC Title 12) and Water, Sewer, Storm water Code (PTMC Title 13).
B. Conduct research and prepare reports to the city manager, hearing examiner, city
council, planning commission, and citizens concerning land use development projects, as
provided in Chapter 20.01 PTMC, and all priority projects and issues identified by the
city manager;
C. Assist development proponents to achieve project goals in conformance with
applicable regulations and in support of city plans and goals;
D. Coordinate project, program, contractual and capital facility permit and construction
activities with other city departments and public agencies;
E. Supervise enforcement of zoning, subdivision, sign, building and related construction
and environmental protection codes;
F. Administer city land use and environmental protection ordinances, the Shoreline
Master Program and the National Flood Hazard Insurance Program;
G. Appoint the city building official pursuant to Ordinance 2867 (2004), as amended,
together with PTMC Title 16, as amended;
H. Prepare budget recommendations and monitor expenditures;
1. Hire, train, supervise and assist the building official and other staff members assigned
to land use, shoreline permit, design review, and building responsibilities;
J. Assist in preparation of ordinances, resolutions, contracts, agreements, covenants and
other legal documents related to community development and administration and
enforcement of city ordinances;
K. Seek grants and donations in support of the efficient permit administration;
L. Prepare job descriptions, performance appraisals, labor agreement addenda,
administrative procedures, etc., in exercise of management and supervisory
responsibilities;
M. Represent the city under direction of the city manager;

N. Such other duties as may be assigned by the city manager.
2.34.030 Directly responsible to city manager.
The director of development services_shall be directly responsible to the city manager for
carrying out the duties described in this chapter.
2.34.040 Compensation.
The compensation to be paid to the director of development services shall be fixed by the
city council in the annual budget.
SECTION 2. Severability. If any provision of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application of
the provision to other persons or circumstances is not affected.
This ordinance shall take effect and be in force five days after the date of its
publication in the manner provided by law.
Adopted by the City Council of the City of Port Townsend, Washington, at a regular
meeting thereof, held this twenty-first day of March, 2005.
