RESOLUTION NO. 12-018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO SUBMIT A LOAN
APPLICATION TO THE WASHINGTON STATE DEPARTMENT OF HEALTH,
OFFICE OF DRINKING WATER, DRINKING WATER STATE REVOLVING FUND
(DWSRF) CONSTRUCTION LOAN
WHEREAS, the City of Port Townsend desires to apply for the Washington State
Department of Health, Office of Drinking Water, DWSRF Construction Loan; and
WHEREAS, the DWSRF loan provides up to $12,000,000 per biennium per jurisdiction
at a 1.5% fixed interest rate; and
WHEREAS, the DWSRF provides loans to water systems for capital improvements that
increase public health protection and compliance with drinking water regulations; and
WHEREAS, the DWSRF interest rate is fixed at 1.5% with a loan repayment period of
20 years or life of the project, whichever is less; and
WHEREAS, the City is required to comply with the Long Term 2 Enhanced Surface
Water Treatment Rule (LT2ESWTR) regulation for providing at least 2-log inactivation or
removal of Cryptosporidium; and
WHEREAS, the City has chosen a UV disinfection treatment facility to meet compliance
with the LT2ESWTR; and
WHEREAS, the project is in the design and planning stage with construction estimated
to start in March of 2013 and completion in July of 2014; and
WHEREAS, the LT2ESWTR UV filtration facility's estimated project cost is
$9,907,000; and
WHEREAS, the City desires to apply for a LT2ESWTR UV filtration facility project
DWSRF loan of$3,011,000.00 with a loan fee of 1.00% of the total loan at $30,110.00; and
WHEREAS, the total DWSRF loan request of$3,041,110.00 is to cover the project cost
and loan fee; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is hereby authorized to apply for the Washington State
Department of Health, Office of Drinking Water, DWSRF Construction Loan
