HomeMy WebLinkAbout2427 Changing the Name of the Director of Planning and Building to Director of Building and Community DevelopmentOrdinance No. 2427 AN ORDINANCE AMENDING: (1) TITLE 2 ("ADMINISTRATION AND PERSONNEL"), CHAPTER 2.34; (2) TITLE 17 (,'ZONING"), CHAPTER 17.08 AT SECTION 17.08.143; AND (3) TITLE 19 ("ENVIRONMENTAL PROTECTION"), CHAPTER 19.04 AT SECTION 19.04.030 OF THE PORT TOWNSEND MUNICIPAL CODE TO CHANGE THE NAME OF THE DIRECTOR OF PLANNING AND BUILDING TO DIRECTOR OF BUILDING AND COMMUNITY DEVELOPMENT WHEREAS, The City Council of the City' of Port Townsend finds that since the establishment of the Planning and Building Department, experience has shown that the responsibilities of the department are considerably broader than described by its title and that "Building and Community Development" would better describe the range of building code administration, future community planning, project management, public process facilitation, and project development review responsibilities of the department; and WHEREAS, it is desirable that titles of city departments be as descriptive as possible; NOW THEREFORE, the City Council of the City of Port Townsend does ordain as · followst Section 1. Chapter 2134 of the PTMC is hereby amended to read as follows: Chapter 2.34 DIRECTOR OF PLANNING AND BUILDING AND COMMUNITY DEVELOPMENT Sections: 2.34.010 2.34.020 2.34.030 2.34.040 (Ord. Position created - Qualifications. Duties. Directly responsible to mayor. Compensation. §1, 1994) 2.34.010 Position created - Qualifications. (Ord. §2, 1994; Ord.2160 § 4, 1989). public 2.34.020 Duties. The duties of the director ofv--~.-~-e,~"": .... .~..~'~ building and community development shall be as follows: A. Assist the mayor and city council in their consideration of alternative future directions and implementation of policies for future development of the city; B. Conduct research and prepare reports to the mayor, city council, planning commission, and citizens concerning the priority projects and issues identified by the city council; C. Assist development proponents achieve project goals in conformance with applicable regulations and in support of city plans and goals; D. Consult with other city departments in support of the planning needs of each service delivery activity, and in concert with the long-range goals of the city; E. Coordinate project, program, contractual and planning activities with other public agencies; F. Supervise enforcement of zoning, subdivision, sign, building and related construction and environmental protection codes; G. Administer city land use and environmental protection ordinances, the Shoreline Master Program and the National Flood Hazard Insurance Program; H. SerVe as the City building official pursuant to Ordinance 1530, as amended, together with PTMC Title 16, as amended; I. Prepare budget recommendations and monitor expenditUres; J. Hire, train, supervise and assist the building inspector and other staff members assigned to planning and building responsibilities; K. Assist in preparation of ordinances, resolutions, contracts, agreements, covenants and other legal documents related to community development and administration and enforcement of city ordinances; CA§ {Director of BuiMing & Community Development} 2 7.4z? L. Seek grants and donations in support of the priority planning projects selected by the city council; M. Prepare job descriptions, performance appraisals, labor agreement addenda, administrative procedures, etc., in exercise of management and supervisory responsibilities; N. Represent the city under direction of the mayor; O. Such other duties as may be assigned by the mayor. (Ord. ~ §3, 1994; Ord. 2160 § 5, 1989). 2.34.030 Directly responsible to city administrator. The director of t- ........ ~, ,,,,,~ building and community development shall be directly responsible to the city administrator for carrying out the duties described in this chapter. (Ord. §4, 1994; Ord. 2160 § 6, 1989). 2.34.040 Compensation. The compensation to be paid to the director of ~ ......... ~ ..,,,~ building and community development shall be fixed by the city council in the annual budget. (Ord. §5, 1994; Ord. 2160 § 7, 1989). Section 2. Section 17.08.143 of the PTMC is hereby amended to read as follows: Chapter 17.08 Definitions 17.08.143 Director. "Director" means the}...~.,..,,~-~: .... .,,,~'~ building and community development director of the city, or his or her designee. In any and all ordinances, resolutions, contracts, agreements, environmental determinations, or other documents adopted prior to the effective date of this section, the title "director of planning and building," "planning director," or similar designation shall also mean "director of building and community development.' (Ord. §1, 1994; Ord. 2255 § 2, 1991). Section 3. Section 19.04.030 of the PTMC is hereby amended to read as follows: CA§ {Director of BuiMing & Community Development} 3 Chapter 19.04 State Environmental Policy Act 19.04.030 Additional definitions. H. "Director" means the }, ........ ~, ,~.,~ building and community development director of the city and his/her designee. In any and all ordinances, resolutions, contracts, agreements, environmental determinations, or other documents adopted prior to the effective date of this section, the title "director of planning and building," "planning director,' or similar designation shall also mean ."director of building and community development." (Ord. __, §1, 1994.) Section 4, Severability. If any provision of this ordinance or its application to any person or circumstance is held invalid, the remainder of the ordinance, or the application of the provision to other persons or circumstances is not affected. This ordinance shall become effective upon five days after its approval and publication in the form and manner required by law.
