Historic Preservation Commission September 11, 1990 The regular meeting of the Historic Preservation Commission was called to order by Pete Raab, president, at 7:35 p.m. in the Mayor's office. . . Present: Pete Raab, Liz Smith, Ann Landis, Mike Yawman, Tom Johnson, Teresa Goldsmith, and Jean Anderson. Rick Sep1er, City Pa1nner, also present. The minutes were read and approved. The tray with envelopes for all h~C members is ready in the Clerk/Treasurer's Office. Access to the tray is only during office hours. However, papers in the tray will be brought upstairs for HPC meetings. It was decided that meetings involving testimony will be taped. Sep1er will see that a recorder and a tape is always available. Smith and Raab met with Hi1dt last Wednesday to develop a budget for HPC. Hildt identified the categories of need and the three developed estimated expenses for each category. There was discussion as to whether our budget should be part of the Planning Department's budget or if HPC should have an independent budget and administer it independently. Pro's and con's were explored in depth. It was decided that HPC should be part of the Planning Department's budget at this time. Sepler suggested that HPC develop an "institutional document" explaining each category of expenditure on the '90 - '91 budget, to be used as part of the request process. An HPC representative needs to be at budget meetings, to begin soon after the October 1 budget request deadline. Raab asked for a volunteer to head the budget committee. Landis and Yawman will comprise the committee. Discussion ensued concerning what activities need to take place to support the budget request. The budget committee will request of Hildt that all activities in preparation for the budget request of both HPC and Planning Department be coordinated. HPC needs to know who will be making the request and what tasks will be done by staff to prepare for the request. It was suggested that all HPC members be at the Council meeting during the actual budget request. Resource for public procedure and policy code guidance Design guideline researching and assistance defining same Assistance with development of workbook Current planning issues Updating and reviewing documents and materials Support staff (150 hrs. @ $8) Typing Application screening Processing purchase orders $1,200 Staff benefits (@ 25%) $1,050 Automatic - health insurance, retirement etc. Professional services $2,000 Survey of existing buildings in the district Speakers for HPC workshops and/or public educations Graphics, illustrations for brochures, workbook Structural engineering reports Photogrammartry (measured drawings of historic buildings) Preparation of scaled models of C-1 and P-l districts Printing and photocopying $5,000 Forms Brochure Copies of minutes and documents Workbook Publication of pertinent parts of Water Street Study Publication of Seismic study Books and publications $ 200 A reference and resource library to support HPC members in their design review responsibilities. Library for use by permit applicants during their own design process.
