HomeMy WebLinkAbout09251990 · · · . e MINUTES Historic Preservation Commission September 25, 1990 The regular meeting of the Historic Preservation Commission was called to order by Pete Raab, president, at 7:35 p.m. in City Council Chambers. Present: Pete Raab, Teresa Goldsmith, Liz Smith, Tom Johnson. Ann Landis arrived at 7:40 p.m. Absent: Jean Anderson and Mike Yawman. The minutes were read and approved. A letter from Greg Griffith, Comprehensive Planning Specialist, State Office of Archaeology and Historic Preservation in Olympia, re the permit application by Union \Vharf Associates, dated April 12, 1989, was reviewed. The letter pointed out the reservations Griffith had at that time, including concern about the econ- omic impact on existing businesses in the Historic District. Sheila Westerman had asked why tlPC did not address that concern when the Union Wharf presentation was made. Our response is that at the time of review, we were a board appointed by the mayor to specifically review design. We had not been given directions or permission to do otherwise. Discussion followed concerning how HPC interprets its responsibility now that it is a design review board and what constitutes design and what doesn't. Then, where does HPC's responsibility end and at that point, who picks up the ball? Budget committee report: The budget request outline, as detailed in the minutes of the Sept. 11 meeting was given to Sepler, City Planner, to be incor- porated into the Planning Department's budget request. The requests will go be- fore Council at the end of October. Discussion ensued concerning the thought that HPC should make it clear that it is entitled to the services as budgeted. Landis volunteered to initiate research to launch a survey of existing buildings within the districts, ascertaining what should be included; how other communities have done surveys; the possibility of engaging a professional to assist, if that seems necessary. Smith volunteered to follow through on Sepler's mention, Sept. 11 meeting, of somêone who presents sign workshops. Landis was chosen as pro-tern president while Raab is out of town for 6 weeks. Goldsmith volunteered to bring a copy of same and also a draft of the ordinance commissioning HPC as a design review board to each meeting. Viewing Doug LeMay's new rendition of a possible building for the James G. Swan complex prompted thoughts about that area really being a transition area between downtown Water Street with its tall buildings and Point Hudson with its low buildings. It was decided to wait and examine the Waterfront Study recommen- dations concerning that situation and then formulate specific guidelines concern- ing the transition area. HPC was shown a drawing of a possible double door (storm door) entrance to be contructed outside the existing single door at the Palace Hotel which brought up the concern that HPC needs to know code on doors to public buildings. Johnson will research. It was mentioned that when reacting to proposed designs, personal feelings should play no part; that designs need to be judged on their qualifying under code, HPC guidelines, appropriateness and good design.
