HomeMy WebLinkAbout12111990 . . . e e MINUTES Historic Preservation Commission December 11, 1990 The regular meeting of the Historic Preservation Commission was called to order by Pete Raab, chairman, at 7:30 p.m. Present: Pete Raab, Liz Smith, Teresa Goldsmith, Tom Johnson, Ann Landis, Jean Anderson. Absent: Mike Yawman. Rick Sepler represented the Planning Department. Guests: William Walcott, Patricia Warren of the Jefferson County Historical Society, and Sheri Robison of the Main Stteet Project. Raab read a draft of a letter to be sent to the local American Legion Post recognizing the historic value of their building; that they have tax benefits available if renovation is undertaken; and requesting building history and photos. It was approved. Minutes were approved as written. It has been decided that the valuation process for the N. D. Hill Building will be frozen until the currentrenevation project is finished, hopefully in April. The County Assessor will backdate the applicatímn¡ to the end of 1990. It was noted that, even though the new deck is larger than the original deck, if it can be proven that the larger deck is structurally necessary for the stability of the back wall of the building, the entire deck expense can be claimed. It was stated that as of Dec. 18th, the new waterfront plan, including mandatory compliance for review applicants within the Waterfront Design Guide- lines Overlay District will be in effect. An application by William Walcott to move a stairway behind 936 Water Street from one side of the back to the other as required by the City because of an exhaust pipe near the existing stairs was granted unanimously. The Rose Theater application will be considered Jan. 8. Johnson and Raab will continue as the review committee. The question of whether, in the order of business,"communications" should be scheduled before "minutes approval" arose. Sepler will check. It has been discovered that the Swan Hotel cabins were moved Ín 1936 from "the hole" (now the football field) to their present location. Per Senior DeLeo, elderly Mr. Tibbals lived in one of the cabins at one time. Discussion as to their cultural and/or architectural significance ensued - not resolved. The terms of three Commission members expire at the end of 1990. It was suggested that those who are affected speak to the mayor concerning reappointment or resignation. After Dec. 18th, HPC will always be scheduled into the Council Chamber so there will be room for design review presentations. It was decided that an . . . . e . "L" -shaped table will be used for hrmal reviews but that a square would be more conducive to the more informal input required for preliminary reviews. The review period has been extended from 30 days to 60 days, but the necessity to move applications through as rapidly as possible remains. It was announced that the budget requested by the Planning Department (including HPC's budget) was passed by City Council. There will be statements each month or quarter showing a summary of HPC expenses for the period. Kathryn Johnson will be working with Sepler, readying design application packets for review. It was recommended that a special valuation application infotmation sheet needs to be developed to hand out to applicants to avoid unnecessary delays during the valuation process. The Planning Department will prepare same, using a brochure from the State Office of Archaeology and Historic Preservation asa .guide. A brochure stating the current design guidelines is being revised and printed. It will be available for sale but also will be available at City Hall and the library for reading. An appeal process has been developed for design review applicants. At this time, appeal will cost $250 plus a b0ndequivalent to the costs incurred by City Council to hear the appeal, according to Sepler. J..... ~~~ FINDINGS OF FACT AND CONCLUSIONS OF THE HISTORIC PRF~C;ERVATION COMMISSION Date: 11 December 1990 Re: Design Review Application 9012-1, William Wollcot Exterior staircase Relocation . After respectful consideration of the above-referenced application including on-site inspection of the property, and after receiving public testimony, the Port Townsend Historic Preservation commission hereby adopts the following findings and conclusions: Findings of Fact 1. The applicant proposes to relocate an existing exterior stairway, located at the rear of 936 Water street. The applicant seeks approval for this relocation to lessen the impact of fumes emitted from an adjacent restaurant stove vent. 2. The immediate area in which the stairway is located is defined by the rear facades of adjacent buildings, the Tyler street- end, and the embankment formed by Washington street as it descends the bluff. 3. The existing stairway was constructed approximately one and one-half years ago, and is of common wood construction. The balusters of the current stairway are of a contemporary design which does not feature intermediate railings. Surrounding staircases (including the adjacent hillclimb to Washington Street) have railings which feature larger vertical supports, spaced further apart, and intermediate railings. Conclusions 1. The relocation of this stairway will require a minimal alteration of both the building and the site. 2. No distinguishing original qualities or character of the building or site will be destroyed. No distinctive architectural material or features will be removed. L. ._ 3. · 4. 5. 6. 7. 8. 9. e e The proposed alteration does not seek to create an earlier appearance. The existing stairway has not acquired any significance in its own right. The existing stairway does not feature any examples of skilled craftsmanship which merit preservation. The existing stairway is not a distinctive architectural feature. No cleaning or sandblasting of the building will be undertaken. No impacts are foreseen on archeological resources at the site, or immediately adjacent to the site. The proposed design for the stairway will not destroy significant historical, architectural or cultural material. The design if constructed as recommended will be compatible with the size, scale, color, material and character of the district. 10. The proposed stairway will be constructed in such a manner that if it were to be removed in the future, the essential form and integrity of the structure would be unimpaired. · In consideration of the aforementioned findings and conclusions, the Historic Preservation Commission finds that the above- referenced application CONTRIBUTES to the Port Townsend Historic District and that a certificate of review be GRANTED with the following recommendations. 1. The stairway should use a similar method of construction, and be of a similar design to those in the immediate area. Issued this 11th day of December, 1990.
