HomeMy WebLinkAbout01081991 . . . e -- MINUTES Historic Preservation Commission January 8, 1991 The regular meeting of the Historie Preservation Commission was called to order by Pete Raab, chairman, at 7:30 p.m. Present: Pete Raab, Liz Smith, Teresa ßoldsmith, Tom Johnson, Mike Yawman. Absent: Ann Landis: Guests: Patricia Warren, Sheri Robison, Amy Hyatt and the Lamay family. Minutes were approved as written. Discussion of the design review appeal process ensued. There were questions as to the process being the best or fairest choice of procedures. It was pointed out that the procedure was decided by Council and aproved by same. To change it would require an amendment. Sepler was asked to check to see if the party appeal- ing is given a refund by the city when TIhe appeal is successful. There was discussion concerning whether HPC members should be limited to a certain number of terms of service. It was reported that the question was brought up in Council but not resolved. Sepler explained that a "text amendment", which is the addition of a line rather than having to rewrite an ordinance could be added, limiting the number of terms. No resolution to the discussion. Old business Pre-application consultation by Doug and Nancy Lamay with Amy Hyatt, architect, in attendance. Drawings for a second Swan Hotel structúre to be erected where the cabins presently are situated at Water and Monroe Streets were presented and discussed. In the course of the presentation, Doug Lamay reported that the cabins will be moved to anotbersite and continue to be used. Their final resting place has not been decided at this time. Formal design review was post- poned from Jan. 22 to Feb. 5. New Business Application by Kathie Pike for new signage for "orphaned Overalls" (next to Town Tavern) will be rescheduled. Commission Discussion It was noted that, although HPC's request for operat- ing funds was honored, the Commission was not given all funds requested. There was discussion as to how the "committee" to preview design review appli- cations should work, so that all would go smoothly and be effective. It was decided that the two committee members appoin.ted em a review application would be phoned and alerted to come in to the clerk-treasurer's office to pick up application materials rather than attempting to mail same. It was announced that Jean Anderson was not reappointed to another term on HPC. HPC will sªnd her a letter acknowledging and-thanking her for her contribution to HPC for many years.
