HomeMy WebLinkAbout03261991 A~ . . . ,j ~ þ- e e MINUTES Historic Preservation Commission March 26, 1991 The regular meeting of the Historic Preservation Commission was called to order by Pete Raab, chairman, at 7:30 p.m. Present: Christopher Carson, Teresa Goldsmith, Tom Johnson, Pete Raab, Liz Smith, Mike Yawman, by roll call. Ann Landis absent. Rick Sepler, Planning Department, present. Guests: Patricia Warren, Rod Johnson, Ellen Poitevin, Penny Varteresian. Minutes were read. Sepler requested that the third paragraph from the end be corrected to read: "Before the presentation, Sepler stated that it is appropriate for a commissioner with a potential conflict of interest to have dialog during a preapplication conference if there is no controversy." It was moved by Smith, seconded by Goldsmith that the minutes be approved as corrected. Unanimous with one absent. Communications: Sepler brought to the commissioners' attention a letter sent to the Skogman's concerning recently painted signage and entrance way at the Palace Hotel which was done without approval from the HPC. After discussion concerning the need to heighten awareness of the mandatory review process, the HPC recommended that a revised flyer explaining design review and information explaining the revised sign code should be sent in the same envelope to all building owners within the District. Several recently observed possible viola- tions were mentioned. It was stated that Katherine Johnson, Planning and Build- ing Assistant, will be following up on such situations. Old Business: Application #9103-02, Bartlett Building Facade Renovation. (proceedings taped) Carson stated that since he is the architect for the project, he would present the design and then leave before the committee report. A discussion of the appearance of fairness issue ensued. Johnson stated that he is a friend of Rod Johnson's but feels that he can be fair about the review and would like to stay in the meeting. Sepler presented the staff report, concluding that the proposed facade renovation design as submitted contributes to the Historic District. Carson presented the project, explaining that the original building had seven columns but that in the late 50's or early 60's, they were replaced by three concrete columns and a steel beam in order to install modern, learge windows. The facade renovation, deliberately not an accurate restoration because of the structural changes that now exist, restores the proportional relationship of the first floor to the second floor that originally existed. The '60's columns will . be plastered to resemble the masonry used on the second floor wall front. Color: The color of the masonry will stay as is. An attempt will be made to match the first floor columns to the second floor color with a mortar wash. Trim will be two values of "pewter". Johnson exhibited a sample leaded glass panel in consideration for the transom area. Concern was voiced as to whether the new design fools the eye into thinking that the building has always looked as the new design proposes. Carson stated that the new design was a 90's abstraction rather than a copy of the original but still in the spirit of the original design. Carson excused himself. Committee Report: Yawman, chairman, stated that he had learned of his chairmanship Monday and had no report. Discussion ensued concerning the leaded glass suggestion. Conclusion was that it would detract from the verticality of the design. Yawman asked for clarification of how a design review chairman is alerted to his assignment. It was explained that he would have known if he had been present during the preapplication hearing and that it was an oversight that' he wasn't informed because of the actual review being scheduled soon after- wards because the preapplication went smoothly. Commission Discussion: After discussion, Goldsmith moved and Yawman seconded that HPC accept the Findings of the Commission report, dated 18 March 1991 and 26 March 1991 for Application 9103-02. Vote was unanimQus with one absent. Application #9103-04, Clapp Building paint scheme. (proceedings taped) . Sepler presented the staff report, concluding that the proposed paint scheme contributes to the Historic District. Poitevin and Varteresian presented testimony. Johnson, presenting the committee report, stated that the scheme seems reasonable for the location. During discussion, Sepler mentioned that it might be possible in the future, if HPC approves, to develope a "consent agenda" for handling applications such as color schemes rapidly without the formality of the existing procedure. Goldsmith moved and Yawman seconded that the Findings of the Commission report, dated 21 March 1991 for Applicaiton9103-04 be accepted. Vote was unanimous with one absent. Dave Robison, Planning Department, gave a presentation of the Gateway Design guidelines, assisted by Sepler, asking that commissioners review the work that has been done so far and bring feedback to Robison on an individual basis within the next few weeks~ New Business: Sepler distributed the update sign code and asked commissioners to review it to see of the provisions that have been changed that affect the HPC are appropriate. There was discussion concerning how to deal with leng thy reviews and late. meetings. Raab reminded the HPC that there should be a proper nomination and election of officers. It was decided to hold a workshop to deal with such matte . on April 2 at JOhnson's. . . . w' J ' . e e HPC MInutes - 3/26/91 - page 3 Sepler introduced the draft of a letter to be sent to the Planning Commission from the HPC concerning disposition of the Swan Hotel cabins. Patricia Warren assisted in drafting it, since the Jefferson County Historical Society feels strongly about this issue. The draft was signed by Raab. It was pointed out that he was not present for the review, having removed himself from the pro- ceedings, and that the protem chairperson, Landis, should sign the letter. Commissioners suggested changes to the letter. Goldsmith moved and Smith seconded that the letter be accepted as edited. Vote was unanimous with one absent. Letter is attached.
