HomeMy WebLinkAbout12-003 Contract Authorization Taylor Street Tunnel Lids Resolution 12-003 Page I of 2 RESOLUTION NO. 12-003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND AUTHORIZING THE CITY MANAGER TO AWARD AND SIGN ALL CONTRACTS FOR THE CONSTRUCTION OF THE TAYLOR STREET TUNNEL LIDS AND REVISE THE PROJECT ALLOCATIONS CONTAINED IN THE CAPITAL INITIATIVE PLAN FOR 2012 FOR THE SIDEWALK LID AND UTILITY IMPROVEMENT PROJECT WHEREAS, on December 5, 2011, City Council authorized the City Manager to include in the bid package for the Sidewalk Lid and Utility Improvement Project the supplemental items presented at the December 5, 2011 City Council Meeting; and WHEREAS, the city staff at the City Council December 5, 2011 identified priorities for the supplemental work which are not funded under the Federal Emergency Management Agency (FEMA) Grants, DR-1734 and DR-1825; and WHEREAS, City Council comments on December 5, 2011 indicated a preference to include additional, supplemental items in the scope of the project—namely, underground utilities, other capital repairs and improvements (non-structural sidewalks, crossings, intersection, paving), and street scope (street furniture, parking improvements landscaping, design features)—if funding was available. Since the overall project cost, with any supplemental items, would not be known until costs are defined in the bidding process, it makes sense to seek bids for the supplemental items and then review funding availability and options as part of a final decision by the City Council on the scope of the project to award and construct. WHEREAS, following the bid opening on January 27, 2012, the City Council reviewed the lowest responsible bidder and authorized the funding of the entire Sidewalk Tunnel Lid and Utility Improvement Project; and WHEREAS, City Council authorizes city staff to prepare a supplemental budget, re- appropriation of funds, re-draft of CIP or any combination of the above which reflects the amended CIP summary presented at the January 30, 2012 City Council Meeting; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: The City Council of Port Townsend authorizes the City Manager to award the construction contract to the lowest responsible bidder per the results from the bid opening on Friday, January 27, 2012, and to award and sign all contracts for the Taylor Street Tunnel Lids. Also this resolution authorizes the City Manager to revise the project allocations contained in the Capital Initiative Plan for 2012 to fund the entire Sidewalk Tunnel Lid and Utility Improvement Project and return to Council with the necessary budget adjustment actions.
