RESOLUTION NO. 11-032
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO COMPLETE THE DESIGN AND
STREETSCAPE IMPROVEMENTS AS PROPOSED AND PROCEED TO ADVERTISE
THE BID FOR THE CONSTRUCTION OF THE DOWNTOWN SIDEWALK TUNNEL
LID REPLACEMENT PROJECT
WHEREAS, the City of Port Townsend applied for and received three FEMA Hazard
Mitigation Grants for the seismic rehabilitation of the sidewalk and tunnel lids under Water
Street, Taylor Street and the adjacent streets; and
WHEREAS, the City Council recognizes the importance of safety and the rehabilitation
of the sidewalks and tunnel lids in the Historic Downtown area as well as the long-term
economic benefits of streetscape improvements; and
WHEREAS, on February 7, 2011 the City Council authorized the contract with Shea
Carr Jewell Inc. for field survey, geotechnical and structural investigation, project development,
and preliminary design of the Downtown Sidewalk Tunnel Lid Replacement Project; and
WHEREAS, the field investigations by Shea Carr Jewell identified that Taylor Street has
a large proportion of tunnel lids that must be replaced; and
WHEREAS, city staff and project consultants are entering into the detailed design and
bid document preparation phase the Downtown sidewalk Tunnel Lid Replacement Project; and
WHEREAS, based on FEMA grant expiration dates and business owner feedback, the
desirable construction window is February through June 2012; and
WHEREAS, it is the desire of the City Council to move forward with this project
construction in the most expedient manner; and
WHEREAS, to meet the project schedule, the City will solicit bids in early January in
conformance with City and State public works bid laws in a fair and timely fashion.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City Council of Port Townsend authorizes the City Manager to complete the design and
streetscape improvements as proposed and to proceed to advertise the bid for the construction of
the Downtown Sidewalk Tunnel Lid Replacement Project.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 7 I day of November 2011.
