HomeMy WebLinkAbout04-027 RESOLUTION 04-027 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, ESTABLISHING THE DOWNTOWN PARKING ADVISORY BOARD AS A CITIZEN ADVISORY BOARD WHEREAS, the City Council adopted the Downtown Parking Management Plan on March 29,2004, and directed staff to work with the Parking Task Force to set up a standing citizen advisory board; and WHEREAS, the Downtown Parking Management Plan recommended the appointment of a Downtown Parking Advisory Board to carry out and implement the recommendations of the Plan; and WHEREAS, the Downtown Parking Advisory Board will replace the ongoing Downtown Parking Task Force, and WHEREAS, the City Council determines to establish the Downtown Parking Advisory Board by this Resolution, and WHEREAS, the City Council adopted Resolution 01-012 on March 19,2001, establishing the general rules of governing citizen advisory boards. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: SECTION 1. Formation The Port Townsend Downtown Parking Advisory Board is hereby established, subject to the general provisions in Article 4 of the City Council Rules of Procedure, and this Resolution, including any amendments thereto. SECTION 2. Scope of Work and Task Description A. Implementation of the Downtown Parking Management Plan. The Downtown Parking Advisory Board will assist with the implementation of the Parking Management Plan and will provide an ongoing evaluation of the parking issues and the effectiveness of implementation measures. The Advisory Board will seek to represent and consider the interests and needs of various user groups. The Advisory Board will undertake the tasks on Table 4 of the Downtown Parking Management Plan. B. Advisory to City Council. The Board will act in an advisory capacity to the City Council. forwarding recommendations for the establishment, planning, funding or maintenance of parking facilities and for changes in codes or standards. 1 Resolution 04-027 c. Information and Education. The Advisory Board will prepare information and educational materials that will assist in implementing the plan and in providing information to the general public. SECTION 3. Term of the Advisory Board This board shall constitute a standing advisory board, subject to further council resolution. It shall meet for the duration necessary to implement the Downtown Parking Management Plan. SECTION 4. Membership The Downtown Parking Advisory Board shall consist of 7 to 9 members representing a broad range of downtown parking interests, and may include ex officio members from other public agencies. SECTION 5. Terms of Office The term of office shall be for three years, except that initial appointments shall be staggered from one to three years so that no three members shall have their terms expire in anyone year.
