AN ORDINANCE OF THE CITY OF PORT TOWNSEND RELATING
TO PARKING, AUTHORIZING THE PUBLIC WORKS DIRECTOR TO
DESIGNATE PARKING TIME LIMITS AND IMPOSE
CONSTRUCTION PERMIT FEES CONSISTENT WITH
RECOMMENDATION OF THE DOWNTOWN PARKING ADVISORY
BOARD, AND SUSPENDING PARKING TIME LIMIT DESIGNATIONS
IN CHAPTER 10.04 PTMC ON AN INTERIM BASIS
WHEREAS, the Downtown Parking Advisory Board, working with the City's
Department of Public Works, recommends in "Recommended Parking Time Zone
Changes, Trial Basis (July 14, 2004)" changes to the parking time zones in the Historic
District on an interim basis to address issues that have been raised in the past year
through preparation of the Parking Management Plan; and
WHEREAS, these changes are recommended as a trial for the remainder of the
summer and early Fall; and
WHEREAS, the Downtown Parking Advisory Board, working with the City's
Department of Public Works, further recommends in "Recommended Construction
Permit Changes (July 14, 2004)" changes in permit requirements and fees to reduce the
number of construction vehicles taking up spaces and to discourage abuse of
construction permit parking permits; and
WHEREAS, the City Council determines it is advisable and appropriate to
implement the recommendations of the Downtown Parking Advisory Board as
prescribed in this Ordinance,
NOW, THEREFORE, the City Council of the City of Port Townsend ordains
as follows:
SECTION 1. Interim Parking Time Limits. (1) The Public Works Director
is authorized to take all necessary steps to designate parking time limits substantially
consistent with the recommendations of the Downtown Parking Advisory Board,
"Recommended Parking Time Zone Changes, Trial Basis (July 14, 2004)." The
Director for good cause may implement changes to the recommended actions.
(2) Where designations are made by the Public Works Director, and signs or
other markings have been placed giving notice thereof (and no designation shall be
effective unless said signs or markings are in place at the time of any alleged offense),
any inconsistent or contrary provision designating parking time limits or zones in
Chapter 10.04 PTMC is suspended and shall be of no force or effect.

(3) This authority, and the designations made pursuant to his authority, shall
continue until revoked or amended by the City Council.
(4) The City Council directs the Public Works Director to report to the Council
in approximately three months on the measures taken and results as they pertain to
parking issues. Following the Director's report, the Council will determine
appropriate future actions, including but not limited to, whether to revoke the interim
authority granted by this Ordinance, or leave in place the authority of the Public Works
Director to designate parking limits.
SECTION 2. Construction Permits. The Public Works Director, and Chief
of Police, are authorized to take all necessary steps to implement the recommendations
of the Downtown Parking Advisory Board, "Recommended Construction Permit
Changes (July 14, 2004)."
SECTION 3. Recommended Changes on File. Copies of the Recommended
Changes referred to in this Ordinance shall be kept on file with the City Clerk and
Public Works Department, and be available for public use, inspection and copying.
SECTION 4. Severability. If any provision of this ordinance or its
application to any person or circumstance is held invalid. the remainder of the
ordinance, or the application of the provision to other persons or circumstances is not
affected.
This ordinance shall take effect and be in force five days after the date of its
publication in the manner provided by law.
Adopted by the City Council of the City of Port Townsend, Washington, at a
special business meeting thereof, held this ninth day of August, 2004.
