MINUTES OF THE AND EAST JEFFERSON FIRE RESCUE JOINT WORKSHOP OF
MARCH 14, 2011
CALL TO ORDER
The joint workshop of the Port Townsend City Council and East Jefferson Fire Rescue
Commissioners was called to order at 6:30 p.m. on March 14,2011, in Council
Chambers by Mayor Michelle Sandoval.
ROLL CALL
Councilmembers present at roll call were Kris Nelson, Michelle Sandoval, George
Randels, David King, Laurie Medlicott, Catharine Robinson, and Mark Welch.
Staff members present were City Manager David Timmons, City Attorney John Watts,
City Clerk Pam Kolacy, and Fire Chief Gordon Pomeroy.
East Jefferson Fire District Commissioners present were Chair Rich Stapf Jr., Zane Wyll
and Jess Bondurant.
FIRE DISTRICT ISSUES
Comparison of RFA/Annexation Governance Models including Planning and
Scheduling
East Jefferson Fire Rescue Attorney Brian K. Snure presented a comprehensive report
on fire service consolidations. He responded to Council questions and clarified some
issues in the presentation.
The meeting was adjourned at 8:18 for the purpose of a break.
The meeting was reconvened at 8:28 p.m.
East Jefferson Fire Rescue Presentation
Commission Chair Rich Stapf, Jr. presented information specific to the operations of
East Jefferson Fire Rescue.
Items covered included services provided, types of calls, trends for call volume,
geographical distribution of calls, plans/needs for the future.
Discussion occurred during the presentation with issues such as differentiation and
definition of types of calls, impact on the district of providing transport for Jefferson
Healthcare; whether there has been analysis regarding geographical locations of
staffing and apparatus; reasoning regarding having several vehicles at each call; how
more funding would impact actual level of service (ie response time). More information
was requested regarding EJFR's current governance policies and more details on the
City Council and East Jefferson Fire Rescue Joint Workshop March 14,2011
