MINUTES OF THE SPECIAL SESSION OF FEBRUARY 19, 2004
CALL TO ORDER AND PLEDGE OF ALLEGIANCE
The City Council of the City of Port Townsend met in special session this nineteenth day
of February, 2004, at 6:30 p.m. in the Fort Worden Commons, Mayor Catharine
Robinson presiding.
ROLL CALL
Council members present at roll call were Frank Benskin, Freida Fenn, Kees Kolff,
Geoff Masci, Laurie Medlicott, Catharine Robinson, and Michelle Sandoval.
Staff members present were City Manager David Timmons, City Attorney John Watts,
Public Works Director Ken Clow, Water Quality Manager Bob LaCroix, and City Clerk
Pam Kolacy.
FORUM: PERFORMING ARTS CENTER/GOLF COURSE
Mayor Robinson described the scope of the meeting and established ground rules for
participation.
She introduced City Manager David Timmons, who discussed the City's Master Plan
process for the golf course.
Mayor Robinson then introduced representatives from the performing/visual arts center
planning group. The following members spoke on behalf of the group:

Ian Keith was also present representing the group.
The forum was then opened to public comment and questions. The following people
made comments:

The following questions were posed and discussed by the participants.
Who are the economic advisors you are bringing in to advise on golf course?
Will professionals be invited to participate on the advisory committee?
Asset inventory - is that the annual mandatory inventory to determine surplus and uses of
property?
What is the performing/visual arts time line?
How was group formed and who are the members?
Business case for a new facility?
What is the legal history on how the golf course came to be a city facility
How much money does the city plan to spend on golf course studies?

How does a private endeavor place itself on city property?
How seriously is the city entertaining the port's offer to swap properties? How soon will
a decision be made?
Has performing arts group discussed process with Maritime Center?
If city doesn't own the golf course, does it have to do a master plan?
Does anything prevent city from transferring title to golf course to another entity?
What is the city doing about recreation opportunities for youth?
How will infrastructure needs be financed by city?
Why wasn't Mike Early invited to participate in Q & A?
Why hasn't the city made improvements to the golf course in the last five years?
Aware that McCurdy Pavilion and J. Wheeler Theater are unused most of the year?
Would Council consider a site that would allow for expansion to a theater district?
Would there be contaminated or polluted soil issues associated with Kah Tai?
Why was golf course aware this was being considered only when Mr. Keith was
approached while he was taking measurements on site?
Why wasn't M. Early notified of the change in meeting time?
What has lease money and golfer payments been used for?
Question how a private facility can be on public property.
Why was original golf course advisory committee discontinued?

There being no further business, the meeting was adjourned at 10:00 p.m.
