MINUTES OF THE WORKSHOP SESSION OF OCTOBER 30, 2003
The City Council of the City of Port Townsend met in special session this thirtieth day of
October, 2003, at 6:30 p.m. in the Port Townsend Council Chambers of City Hall,
Deputy Mayor Freida Fenn presiding.
ROLL CALL -- PLEDGE OF ALLEGIANCE
Councilmembers present at roll call were Freida Fenn, Kees Kolff, Geoff Masci,
Catharine Robinson, and Michelle Sandoval. Joe Finnie and Alan Youse were excused.
Staff members present were City Manager David Timmons, City Attorney John Watts,
BCD Director Jeff Randall, Police Chief Kristen Anderson, Deputy Police Chief Conner
Daily, Fire Chief Ed Edwards, Librarian Carol Cahill, Public Works Director Ken Clow,
and City Clerk Pam Kolacy.
CITY MANAGER'S PRELIMINARY BUDGET AND MESSAGE
City Manager Timmons presented the 2004 preliminary budget macro overview to the
Council. He noted that the water/utility rates are not ready for discussion this evening.
He also stated that he will be breaking down the budget items to assign to Council
committees and all council members will get a complete preliminary budget next week.
Clarifying questions from the council included:
More detail on the 2004 revenue forecast.
More information on the "team" approach to projects involving Public Works and BCD
Breakdown of LTAC budget and non-profit requests/relation to 1% for Arts
Regional approach to building permits
Equipment Rental Fund
Timing on new Police station.
Fire Inspector position
Predictions for LEOFF costs.
Cost control for L&I costs.
Status of the county infrastructure fund decision

RECESS
The meeting was recessed at 8:45 for the purpose of a break.
RECONVENE
The meeting was reconvened at 8:55 p.m.
ADJOURN
After brief discussion, it was determined there was no further business and the meeting
was adjourned at 9:05 p.m.
