MINUTES OF THE STUDY SESSION OF JANUARY 28, 2002
The City CoUncil of the City of Port Townsend met in study session this 28th day of
January, 2002, at 6:30 p.m. in the Port Townsend CoUncil Chambers of City Hall, Mayor
Kees Kolff presiding.
ROLL CALL
Councilmembers present at roll call were Frieda Fenn, Joe Finnie, Kees Kolff, Catharine
Robinson, and Michelle Sandoval. Mr. Masci was excused. Mr. Youse was not present.
Staff members present were City Manager David Timmons, City Attorney John Watts,
Building and Community Development Director Jeff Randall, and City Clerk Pam
Kolacy.
PUBLIC COMMENT
Indian Island Commanding Officer David Belt of Indian Island spoke in support of the
YMCA.
TRAINING SESSION: LAND USE LAW AND LIABLITY
WASHINGTON CITIES INSURANCE AUTHORITY
Attorney Mike Walter of the law firm Keating, Bucklin and McCormick presented an in-
depth training on land use law and liability issues for elected officials and staff. The
presentation was sponsored by Washington Cities Insurance Authority.
Accompanying materials will be distributed to council and planning commission
members when received. A public information copy will also be available.
RECESS
Mayor Kolff recessed the meeting at 8:05 p.m. for a break.
RECONVENE
The meeting was reconvened at 8:20 p.m.
Mr. Walter completed his presentation and responded to questions.
ADJOURN
The meeting was adjourned at 9:20 p.m.
