HomeMy WebLinkAbout04082002 WorkshopCITY OF PORT TOWNSEND MINUTES OF THE WORKSHOP SESSION OF APRIL 8, 2002 The City Council of the City of Port Townsend met for a workshop session this eighth day of April, 2002, at 8:30 p.m. in the Port Townsend Council Chambers of City Hall, Mayor Kees Kolff presiding. ROLL CALL Councilmembers present at roll call were Freida Fenn, Joe Finnie, Kees Kolff, Geoff Masci, Catharine Robinson, Michelle Sandoval, and Alan Youse. Staff members present were City Manager David Timmons, City Attorney John Watts, BCD Director Jeff Randall, Public Works Director Ken Clow and City Clerk Pam Kolacy. CITY MANAGER/GENERAL ITEMS Mr. Timmons announced that plans are going forward for the removal of the city owned house next to Kah Tai Lagoon. An agreement has been made with the Land Trust and a Russell Jaqua sculpture will be installed on the site to anchor a pocket park at that end of the lagoon. He also announced a reception at the Paramount Theater on Sunday which will honor Port Townsend as the most romantic Washington community for 2002. LEGISLATIVE ISSUES Mr. Timmons referred to the material in the council packet, outlining the various legislative issues which are ongoing or anticipated through the end of the year. He stated that a lot of work is building up and some issues are arising in the context of staffing for the new items as well as the day to day work of each department. It is important to staff that council determine some priorities. Ms. Fenn suggested that an expedient way to look at this is for the standing committees to make these decisions. She agreed that decisions should be made based on staff availability and council's stated priorities. Consensus was that each committee would discuss its priorities and report back to the full council on May 6. There was further discussion about the more informal setting of committee meetings and ways of encouraging citizens to attend. City Council Workshop Meeting Page 1 April 8, 2002 GLEN COVE INTERLOCAL AGREEMENT LIST OF ISSUES Mr. Watts noted that on April 2, Council directed staff to prepare a preliminary list of issues that could be included in discussions concerning an interlocal agreement with the County over the future of Glen Cove. He added this is a "first touch" discussion and the list is preliminary and not intended to be complete. Consensus was to refer the process to the members already assigned as delegates (Fenn, Sandoval, Kolff) and ask them to bring back recommendations to the council at a later date.
