MINUTES OF THE SPECIAL SESSION OF JANUARY 22, 2001
The City Council of the City of Port Townsend met in regular session this twenty-second
day of January, 2001, at 6:30 p.m. in the Port Townsend City Council Chambers of City
Hall, Mayor Geoff Masci presiding.
ROLL CALL AND PLEDGE OF ALLEGIANCE
Councilmembers present at roll call were Allen Frank, Vern Garrison, Geoff Masci,
Sydney Lipton, Bill Wolcott and Alan Youse. Joe Finnie was excused. Staff present
included City Manager David Timmons, City Attorney John Watts and City Clerk Pam
Kolacy
CITY-COUNTY INTERLOCAL AGREEMENTS
Mr. Timmons presented the three resolutions concerning the city/county regional services
interlocal agreements. He stated that there is a need to resolve some outstanding issues in
regard to the regional services agreements, particularly related to Health Department
funding and the proposed transfer of the Community Center from the county to the city.
He noted that the city is not currently in a position to accept the Community Center and
that it might be considered when we have resolved our own efforts toward recreation
services. He noted that the resolutions provide for the delegation of authority from the
Council to the City Manager for negotiation and final execution of the contracts. In the
areas of agreement, funding is consistent with the 2001 budget. He recommended
approval of the resolutions so that the contract documents can be completed.
PUBLIC COMMENT
Mr. Masci asked for public comment on any or all of the proposed resolutions.
There was no public comment.
RESOLUTION 01-005
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH
JEFFERSON COUNTY FOR CERTAIN LAW AND JUSTICE SERVICES FOR THE
BUDGET YEAR 2001
Motion: Mr. Frank moved for adoption of Resolution 01-005. Mr. Wolcott seconded.
Mr. Lipton expressed a desire to see the term "mid-year" replaced with a date. Mr.
Timmons noted that would be done in the contract document.

Vote: The motion carried unanimously, 6-0, by voice vote.
RESOLUTION 01-006
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH
JEFFERSON COUNTY FOR CERTAIN LAW AND JUSTICE SERVICES FOR
BUDGET YEAR 2001
Motion: Mr. Wolcott moved for adoption of Resolution 01-006. Mr. Wolcott seconded
The motion carried unanimously, 6-0, by voice vote.
RESOLUTION 01-007
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH
JEFFERSON COUNTY FOR CERTAIN GOVERNMENTAL SUPPORT SERVICES
FOR BUDGET YEAR 2001
Motion: Mr. Lipton moved for approval of Resolution 01-007. Mr. Garrison seconded
The motion carried unanimously, 6-0, by voice vote.
