MINUTES OF THE STUDY SESSION OF MAY 30, 2000
Call to Order and Roll Call
The workshop session was called to order by Mayor GeoffMasci at 6:35 p.m.
Council members present at roll call were Joe Finnie, Allen Frank, Vem Garrison, Syd
Lipton, Geoff Masci, Bill Wolcott, and Alan Youse. Staff members present were City
Manager David Timmons, City Attorney John Watts, and City Clerk Pam Kolacy
Initiative and Referendum
Mr. Timmons and Mr. Watts presented the issue and noted the extensive material in the
packets.
Public Comment:
None
After considerable discussion, consensus was reached to task staffto draft a resolution of
intent to adopt the initiative and referendum process which would specifically identify a
time frame during which a public forum would be held, sponsored by the city, to include
a presentation regarding the process and a facilitated public hearing which would
accommodate questions and answers as well as statements from the public.
Recess
The meeting was recessed from 7:50 to 7:55 p.m.
City Council Rules
Mr. Masci proposed that all Rems under this section of the agenda first be presented by
staff; public comment then be taken, and council discussion and deliberation would
follow.
Mr. Lipton discussed proposed changes to Articles 1-3, and Mr. Timmons discussed
changes in the following sections and appendices. Mr. Watts discussed the scripts for
various types of public hearings.
Public Comment:
Frieda Fenn submitted written comments to some of the council members; however, a
copy was not provided to the City Clerk for the official record. Mr. Masci replied to
several of the questions.

After some discussion, consensus was reached that any comments regarding proposed
changes to the rules would be forwarded to Mr. Lipton Depending on the number of
comments and proposals, a version for approval will be brought forward to the council
within the next 2-4 weeks.
