RESOLUTION NO. 11-004
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO SIGN AN AGREEMENT
WITH THE WASHINGTON STATE MILITARY DEPARTMENT AND THE FEDERAL
EMERGENCY MANAGEMENT AGENCY (FEMA) FORA [HAZARD] MITIGATION
PROJECT GRANT (E11-211) TO SEISMICALLY RETROFIT THE PORT TOWNSEND
EAST BUSINESS DISTRICT TUNNEL LIDS
WHEREAS, the City of Port Townsend has received a [Hazard] Mitigation Project Grant
from the Washington State Military Department and FEMA; and
WHEREAS, the application for this grant was authorized by City Council on Apri120, 2010;
and
WHEREAS, the City Manager must sign a grant agreement with the Washington State
Military Department and FEMA in order to obligate these funds for the seismic retrofit of the
Port Townsend East Business District tunnel lids; and
WHEREAS, all grant applications must have City Council approval; and
WHEREAS, the project was designated as a priority project to seismically reinforce the 100-
year-old tunnel lids along East Water Street and Washington Street so they meet current seismic
standards,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
David G. Timmons, City Manager for the City of Port Townsend and Alternate Kenneth
Clow, Public Works Director for the City of Port Townsend, are hereby authorized to execute
for and on behalf of the City of Port Townsend, a local government entity established under
laws of the State of Washington, to sign the grant agreement with the Washington State
Military Department and FEMA and to sign all necessary documents and contracts for the
obligation of Washington State Military Department and FEMA funds;
2. The City Council of the City of Port Townsend hereby authorizes its agent to provide to the
Washington State Military Department and FEMA for all matters concerning such
Washington State Military Department and FEMA assistance the assurances and agreements
required.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 24th day of January 2011.
