MINUTES OF THE STUDY SESSION OF JANUARY 31, 2000
Call to Order and Roll Call
The meeting was called to order by Mayor Rambo at 6:30 p.m.
Councilmembers present at roll call were Joe Finnie, Allen Frank, Veto Garrison, Syd Lipton,
Geoff Masci, Forrest Rambo and Alan Youse Staff members present were City Manager David
Timmons, City Engineer Dave Peterson and City Clerk Pam Kolacy
Session Topic: Sims Way Project - Improvement Design
Mr. Timmons and Mr. Peterson gave a staff presentation covering the history of the project,
changes necessitated by the passage of 1-695, and outlining the remaining issues which require
decisions so the Washington State Department of Transportation can complete the design phase
of the project.
Comments from attendees were taken during the public forum, and questions posed by citizens
and the council were addressed by staff and DOT staff.
The meeting was recessed for a break at 8:15 and reconvened at 8:26.
After all public comment was heard, the council reached concensus on the following:
Hancock to Hendricks: Bus pullout will be moved one block east to between Sherman
and Hendricks; crosswalk will be moved to be adjacent to the bus pullout; on-street
parking will be eliminated and curbing will be added on the north side of the street
(pending cost information from staff).
Sheridan Street and Sims: Add proposed stormwater pipe (pending cost information
from staff). Staff will also investigate a slope easement from the property owner.
Bay View Restaurant area: On-street parking will be eliminated, but a loading zone will
be retained which will accommodate restaurant deliveries and Jefferson Transit Dial-A-
Ride. Solutions to the ferry waiting area will be explored, but no ferry holding lane will
be created in this area.
4. Bicycle lane striping and signage will be added from Hancock Street to the ferry terminal.
A resolution articulating the council's direction will be prepared for the regular meeting on
February 7.

Evaluation of visibility improvements at Sims and Sheridan
Striping plan for Bay View area

There being no further business, the meeting was adjourned at 9:15 p.m.
