MINUTES OF THE COMMITTEE OF THE WHOLE WORKSHOP MEETING
NOVEMBER 9, 1998
A workshop meeting of the Council Utilities Committee meeting as a Council Committee of the
Whole was held this ninth day of November, 1998, at 6:30 p.m. in the City Council Chambers at
City Hall. The subject of the meeting was the Public Works Organizational Study as submitted
by Financial Consulting Group, Inc.
The meeting was called to order at 6:35 p.m. by Committee Chair Ted Shoulberg. Council
members present were Peter Badame, Forrest Rambo, Ian Keith, Joe Finnie, Mark Welch.
Kathryn Jenks was excused.
Mr. Shoulberg introduced the topic and introduced Mr. Peter Moy and Ms. Tracey Dunlap of
FCSG, Inc.
Mr. Moy and Ms. Dunlap summarized the results of the study, then answered questions directed
to them by the council members. Primary topics of discussion included in-house engineering
department, amount of fees collected to support staff review of projects, relationship of
comprehensive and master plans to operational requirements and criteria, impact of capital
projects on operations and maintenance.
The meeting was opened to public comments.

After some further discussion among council members and clarifications from the consultants,
the meeting was adjourned at 9:00 p.m.
