HomeMy WebLinkAbout11231998 PORT TOWNSEND CITY COUNCIL MINUTES OF THE CONTINUED MEETING OF NOVEMBER 23, 1998 The meeting was called to order at 6:47 by Mayor Julie McCuloch. Council members present were Ted Shoulberg, Joe Finnie, Forrest Rambo, Peter Badame, Mark Welch and Ian Keith. Kathryn Jenks was excused. ORDINANCE NO. AN ORDINANCE FIXING AND ADOPTING 1999 PROPERTY TAX LEVIES (AT 104%) Mr. Badame moved that the first reading be considered the second reading and the third be by title only. The motion carried unanimously, 6-0. Mr. Hildt read the ordinance by title. Mr. Badame moved for approval of Ordinance 2669 for 104% levy rate level. Mr. Finnie seconded. The motion failed 1-5 by roll call vote, with Shoulberg, Keith, Finnie, Welch and Rambo opposed. ORDINANCE NO. 2669 AN ORDINANCE FIXING AND ADOPTING 1999 PROPERTY TAX LEVIES (AT 106%) Mr. Shoulberg moved that the first reading be considered the second reading and the third be by title only. Mr. Welch seconded. The motion carried unanimously 6-0. Mr. Hildt read the ordinance by title. Mr. Keith moved for adoption of Ordinance 2669. Mr. Rambo seconded. The motion carried by voice vote 5-1, with Mr. Badame opposed. Mr. Keith moved to continue the discussion regarding the Capital Improvement Program at this time for a maximum of 90 minutes. The motion carried unanimously 6-0. After a short recess, the meeting reconvened at 7:45 p.m. Mr. Keith moved for inclusion in the 1999 budget of use of general obligation debt to cover repayment of Equipment Rental Fund loans for Fire, Library, and Police Station improvements of $150,000, as well as $500,000 for the stabilization of City Hall and $55,000 from the state LOCAL program for the Y2K upgrade, with remainder of the upgrade to come from utility funds. The motion carried 5-1 by voice vote, with Mr. Badame opposed. The meeting was adjourned at 8:45 p.m.
