ORDINANCE N0.3046
AN ORDINANCE appropriating the sum of $79,878 to the General Fund; $7,478 to
the Contingency Fund; $2,400 to the Drug Enforcement and Education Fund;
$35,754 to the Library Fund; $4,000 to the Public Works Admin & Engineering
Fund; $3,577 to the Lodging Tax Fund; $126,513 to the Water/Sewer Utility Fund;
$508,442 to the Transmission Line Replacement Fund; $10,100 to the Golf Course
Fund; and making findings and declaring an emergency.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF
THE 2010 BUDGET, MAKES THE FOLLOWING FINDINGS:
WHEREAS, the General Fund experienced unanticipated police personnel over-time,
county election costs, jail and substance abuse service costs, and intergovernmental audit costs,
totaling $79,878 causing greater than anticipated appropriations need; and
WHEREAS, the Contingency Fund experienced unanticipated professional service costs
for Rosecrans development totaling $7,478 causing greater than anticipated appropriations
need; and
WHEREAS, the Drug Enforcement and Education Fund experienced unanticipated
equipment costs totaling $2,400 causing greater than anticipated appropriations need; and
WHEREAS, the Library Fund received additional grant revenues and incurred
unanticipated operating costs for books, supplies, professional services and insurance totaling
$35,754 causing greater than anticipated appropriations need; and
WHEREAS, the Public Works Admin and Engineering Fund incurred unanticipated
communications operating costs totaling $4,000 causing greater than anticipated appropriations
need; and
WHEREAS, the Lodging Tax Fund incurred unanticipated advertising costs totaling
$3,577 causing greater than anticipated appropriations need; and
WHEREAS, the Water/Sewer Utility Fund experienced unanticipated professional
services for utility rate and engineering study costs, software maintenance costs, and capital
improvement costs totaling $126,513 causing greater than anticipated appropriations need; and
WHEREAS, the Transmission Line Replacement Fund experienced unanticipated
pipeline capital improvement costs $508,442 causing greater than anticipated appropriations
need; and
WHEREAS, the Golf Course Fund experienced unanticipated repairs and maintenance
costs of $10,100 causing greater than anticipated appropriations need; and

WHEREAS, a duly noticed public hearing was held on October 25, 2010.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, DOES ORDAIN AS FOLLOWS:
Section 1. The sum of SEVENTY NINE THOUSAND EIGHT HUNDRED
SEVENTY EIGHT DOLLARS ($79,878) is hereby appropriated as a supplement to the 2010
General Fund budget from additional grant revenues and unreserved fund balance.
Section 2. The sum of SEVEN THOUSAND FOUR HUNDRED SEVENTY
EIGHT DOLLARS ($7,478) is hereby appropriated as a supplement to the 2010 Contingency
Fund budget from unreserved fund balance.
Section 3. The sum of TWO THOUSAND FOUR HUNDRED DOLLARS ($2,400)
is hereby appropriated as a supplement to the 2010 Drug Enforcement and Education Fund
budget from increased revenues.
Section 4. The sum of THIRTY FIVE THOUSAND SEVEN HUNDRED FIFTY
FOUR DOLLARS ($35,754) is hereby appropriated as a supplement to the 2010 Library Fund
budget from additional grant revenues and from unreserved fund balance.
Section 5. The sum of FOUR THOUSAND DOLLARS ($4,000) is hereby
appropriated as a supplement to the 2010 Public Works Admin and Engineering Fund budget
from unreserved fund balance.
Section 6. The sum of THREE THOUSAND FIVE HUNDRED SEVENTY SEVEN
DOLLARS ($3,577) is hereby appropriated as a supplement to the 2010 Lodging Tax Fund
from unreserved fund balance.
Section 7. The sum of ONE HUNDRED TWENTY SIX THOUSAND FIVE
HUNDRED THIRTEEN DOLLARS ($126,513) is hereby appropriated as a supplement to the
2010 Water/Sewer Utility Fund from unreserved fund balance.
Section 8. The sum of FIVE HUNDRED EIGHT THOUSAND FOUR HUNDRED
FORTY TWO DOLLARS ($508,442) is hereby appropriated as a supplement to the 2010
Transmission Line Replacement Fund from unreserved fund balance.
Section 9. The sum of TEN THOUSAND ONE HUNDRED DOLLARS ($10,100)
is hereby appropriated as a supplement to the 2010 Golf Course Fund budget from unreserved
fund balance.
Section 10. There is hereby found and declared to be an emergency requiring the
foregoing appropriations to the 2010 budget.

Section 11. This ordinance shall take effect upon its passage, approval, and
publication in the form and manner provided by law.
ADOPTED by the City Council of the City of Port Townsend, Washington, at a
special meeting thereof, held this eighth day of November 2010.
