HomeMy WebLinkAbout102510 Special MeetingCITY OF PORT TOWNSEND MINUTES OF THE SPECIAL MEETING OF OCTOBER 25, 2010 CALL TO ORDER AND PLEDGE OF ALLEGIANCE The City Council of the City of Port Townsend met in special session the 25th day of October 2010 at 6:30 p.m. in the Port Townsend City Council Chambers of City Hall. ROLL CALL Councilmembers present at roll call were David King, Laurie Medlicott, Kris Nelson, George Randels, Catharine Robinson, Michelle Sandoval, and Mark Welch. Staff members present were City Manager David Timmons, City Attorney John Watts, Finance Director Michael Legarsky, Development Services Director Rick Sepler, Public Works Director Ken Clow, Police Chief Conner Daily, and City Clerk Pam Kolacy. PROCLAMATION - WHITTAKER FAMILY Mayor Sandoval stated that the proclamation in the packet will be presented to the Whittakers at the Northwest Maritime Center tomorrow evening. PUBLIC HEARING 2010 Supplemental Budget Adoption Mayor Sandoval asked if anyone were present to present public testimony. There were no members of the public in attendance. The Mayor then reviewed the Council rules of procedure. No Council members disclosed any financial or property interests in connection with the matter. Finance Director Michael Legarsky reviewed the ordinance and packet materials. He noted that most supplemental costs were related to increased labor expense, capital and utility projects and elections. City Manager Timmons added more background regarding the supplemental budget document. Again noting that no members of the public were present, Mayor Sandoval closed the public hearing. Council questions and discussion followed. Staff presented a more thorough explanation of the format of attachments. A request was made to add a third year of budget tracking. In addition, it was suggested that more explanatory information be incorporated into the body of the ordinance so the supplemental budget picture is City Council Special Business Meeting October 25, 2010 Page 1 of 2 not distorted and more information is contained in the permanent record. Staff will add details to the ordinance prior to final reading. Motion: Mark Welch moved to approve first reading of Ordinance 3046, appropriating the Sum of $79,878 to the General Fund; $7,478 to the Contingency Fund; $2, 400 to the Drug Enforcement and Education Fund; $35, 754 the Library Fund; $4, 000 to the Public Works Admin & Engineering Fund; $3, 577 to the Lodging Tax Fund; $126,513 to the Water/Sewer Utility Fund; $508,442 to the Transmission Line Replacement Fund; $10,100 to the Golf Course Fund and making findings and declaring an emergency. George Randels seconded. Vote: motion carried unanimously, 7-0 by voice vote.
