MINUTES OF THE CONTINUED SESSION OF MARCH 31, 1997 APRIL 1, 1997 The City Council of the City of Port Townsend met in continued session this first day of April, 1997, at 7 p.m. in the council chambers for continued discussion of Title 17 and Title 18, PTMC, Mayor Julie McCulloch presiding. ROLL CALL - ¡ i I 1 t, 0 ¡-. ¡; " ~: Councilmembers present at Roll Call were, Kathryn Jenks, Ted Shoulberg, Ian Keith. Diane Perry-Thompson, Bill Davidson and Jean Camfield. Staff Members present were Tim McMahan, City Attorney, Bruce Freeland, Director of Building & Community Development, and Pam Kolacy, City Clerk. Councilor Jenks opened the discussion with a question about a definition of 'dedicated" open space; when a PUD application is made and the project is located in an area on the land use map where potential open space. She supported an open space definition that keys to the Comp Plan. Mr. McMahan noted that overlays were intentionally removed from the zoning map; staff did not want an implication that open space overlay would dictate that the zone would be limited to that use. He added further elaboration with a definition of open space can be made including a reference to the open space overlay. He stated he believes the PUD code is specific enough. After discussion, the following changes were suggested to the definitions section: f; n p. 21 under "fourplex": would read in which each unit has at least one open space exposure" p.27 "kennel" - accept Pcomm recommendation which states four or more (each) of p.29 definition of "lot" by Tim p.27 "landscape" add "not limited to" trees, pAl: 2 substitutions: "Travel trailer" for "trailer houses" under .; c, ,ì ~, I' I .' ¡: p. 43 satellite dish (commercial) is reserved p. 44 - striking definition of "service bldg." PA5 - dropping "public" and changing sentence - see above. P.50 - "travel trailer" sub. For "trailer house" 52 - variance, minor: "Would not increase the nonconformity of. . ." Shoulberg proposed friendly amendment "exceptfòr livestock, animal husbandry" and "tower" which have the potential to be revisited. Amendment accepted. Motion carried unanimously. by voice vote. Mr. Welch questioned the ADD limit of 800 square feet. Also in 17.88.020, item a, .fìrst sentence add "are under one ownership," and change "adjacent" to "contiguous" in all sections.
