MINUTES OF THE CONTINUED SESSION OF MARCH 31, 1997
APRIL 1, 1997
The City Council of the City of Port Townsend met in continued session this first day
of April, 1997, at 7 p.m. in the council chambers for continued discussion of Title 17 and Title
18, PTMC, Mayor Julie McCulloch presiding.

Councilmembers present at Roll Call were, Kathryn Jenks, Ted Shoulberg, Ian Keith. Diane
Perry-Thompson, Bill Davidson and Jean Camfield. Staff Members present were Tim
McMahan, City Attorney, Bruce Freeland, Director of Building & Community Development,
and Pam Kolacy, City Clerk.
Councilor Jenks opened the discussion with a question about a definition of 'dedicated" open
space; when a PUD application is made and the project is located in an area on the land use map
where potential open space. She supported an open space definition that keys to the Comp Plan.
Mr. McMahan noted that overlays were intentionally removed from the zoning map; staff did not
want an implication that open space overlay would dictate that the zone would be limited to that
use. He added further elaboration with a definition of open space can be made including a
reference to the open space overlay. He stated he believes the PUD code is specific enough.
After discussion, the following changes were suggested to the definitions section:

p.27 "kennel" - accept Pcomm recommendation which states four or more (each) of

p.27 "landscape" add "not limited to" trees,

Motion: Mr. Keith moved to approve chapter 17. 08. Camfteld seconded. Shoulberg proposed
friendly amendment "exceptfòr livestock, animal husbandry" and "tower" which have the
potential to be revisited. Amendment accepted. Motion carried unanimously. by voice vote.
Motion: Keith moved to approve section 17.12. Jenks seconded. Motion carried unanimously,
by voice vote.

Mr. Welch questioned the ADD limit of 800 square feet. Mr. McMahan stated it will be
revisited starting with the Land Use Committee.

Mr. Keith asked why a prohibited usewould be considered: Mr. McMahan stated to implement a
Director's decision which as been in use for some time. These cases would be very incidental
uses not explicitly permitted.

way" consensus was to accept.

Motion: Jenks moved that "within R-I zone" be removed and applied to all lots. Also in
17.88.020, item a, .fìrst sentence add "are under one ownership," and change "adjacent" to
"contiguous" in all sections.

Mr. MeMahan noted that on page 126 in 17.32.090 the actual height in CIIIMU is 45 feel. so a
correction should read 40 feet in CI/MU and 50 feet in CIlIMD.
