HomeMy WebLinkAbout1712 Equipment Rental FundORDinANCE AN ORDINANCE CREATING IN THE TREASURY OF THE CITY OF PORT TOWNSEND A SPECIAL FUND TO BE DESIGNATED "EQUIPMENT RENTAL FUND"; SPECIFYING THE PURPOSES FOR WHICH SAID FUND IS CREATED; AND DIRECTING THE MANNER IN WHICH SAID FUND SHALL BE EXPENDED. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEMBLED, DO ORDAIN AS FOLLOWS: Section 1. That there be and there is hereby created and established in the treasury of the City of Port Townsend a special fund to be known and designated as the "Equipment Rental Fund," to be used as a revolving fund to be expended for salaries, wages and operations required for the repair, replacement, purchase and operation of motor vehicle equipment, and for the purchase of all equipment, materials and s~pplies to be u?sed in the administration and operation of said fund. Section 2. The equipment Rental Fund created herein shall be adminis- tered by the Cierk-Treasurer's Department. SeCtion 3. The schedule of charges to be paid into said Equipment Rental Fund by the various offices and departments of the City of Port Townsend renting motor vehicle equipment from said fund shall be as follows: (a). For the year 1974 charges to such particiDating funds or departments as ~provided in the City's 1974 budget. (b). For each year succeeding 1974 such charges as shall reflect a reasonable rate to recover the costs of acquiring, maintaining and operating such equipment, such charges having been ~nitially provided in the annual budgets of the respectige departments and funds of the City. ,Section 4. The Clerk-Treasurer shall keep such books, accounts and records as are ~necessary to control and report the financial operations of the Equipment Rental Fund. And shall further subdivide the cash account thereof into two separately designated accounts as follows: (a). Account "A", which shall be the "Current Operating AcCount", into ~which shall be placed those portions of the charges made to the various offices and departments of the City of Port Town- send beginning in the year 1975 in accordance with the schedule con- tained in Section 3 hereof which are specifically billed said offices and departments to provide sufficient monies to pay the salaries, wages, materials, overhead, or other costs necessary to operate and maintain all motor vehicle equipment rented thereto. There shall also be placed into Account "A" monies which may from time to time be made specifically available thereto by action of the City Council. (b). Account "B" which shall be the "Equipment purchase and Replacement Account", into which Shall be placed those portions of the charges made to the various offices and departments of the City of Port Townsend beginning in the year 1975 in accordance with the schedule contained in Section 3 hereof which are specifically billed said offices and departments to provide sufficient monies, having first taken into consideration the necessary operating~and maintenance costs billed under the preceding paragraph, to pay the costs of pur- chasing new equipment and replacing used equipment as ~equired to carry out the purposes of the Equipment Rental Fund. There shall also be placed into Account "B" monies which are derived from the direct sale of any of the equipment or other capital assets of the Fund and any monies which may from time to time be made specifically available thereto by action of the City Council. Section 5. There is hereby transferred into "Equipment Rental Fund" all vehic~]les equipment owned by the City of Port Townsend including but not limited to automobiles, trucks, packers, pumpers, loaders, backhoes and other equipment used by the several city departments. Section 6. All monies deposited in said Equipment Rentm/ Fund and not expended as provided herein, shall remain in said fund from year to year and shall not be transferred to any other fund or ex- Pended for any purpose whatsoever, except as is herein~provided; provided, however, a~y monies .in the fund not needed therein may from time to time be transferred by appropriate action of the Council of the City of Port Townsend to the Current Expense Fund of the City of Port Townsend. ~ection 7. If at any time hereafter the Council of the City of Port Townsend shall abolish said Equipment Rental Fund, then all monies on deposit therein shall revert to the Current Expense Fund of the City of Port TOWnsend. Section 8. That there be and there is hereby established a new department to be known as "Equipment Department," said department to ? be responsible for the s~cheduling, dispatching, repairs and maintenance ~ all equipment bel~Dging to the Equipment Rental Fund. This section hereby creates a new position to be designated as Equipment Department Superin~e~ent~ responsible for administering and performing the above Specified functions. Section 9.
