AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING SECTION
2.38.020, COMPOSITION OF BOARD, CHAPTER 2.38, COMMUNITY ORIENTED
POLICING ADVISORY BOARD OF THE PORT TOWNSEND MUNICIPAL CODE,
TO GIVE GREATER FLEXIBILITY IN THE CITY RESIDENCY AND OTHER
MEMBERSHIP REQUIREMENTS OF BOARD MEMBERS
WHEREAS, in order to be consistent with updated and revised Bylaws, the Chair of the
Community Oriented Policing Advisory Board (COPAB) has requested the City Council revise
a section of the PTMC which stipulates the criteria in "Composition of board" membership, and
specifically, to change the following:
1. Revise residency and/or work requirements of members to address those involved
with volunteer activities within the city who may not reside nor work within the city limits; and
2. Change the senior citizen membership age from 65 to 55 years of age; and
3. Allow appointment of one member based on Uspecial expertise;" and
WHFag, EAS, revising the COPAB Board membership requirements allows COPAB greater
flexibility in volunteer resources within the community of Port Townsend; and
WHEREAS, the City Council's Public Safety Committee has reviewed the proposed
Bylaws and recommends approval of the changes to Section 2.38.020 FI'MC; and
WHEREAS, having considered the COPAB request to revise the PTMC and in order to
be consistent with updated COPAB Bylaws, the City Council agrees to revise Section 2.38.020,
Composition of Board,
NOW, THEREFORE, the City Council of the City of Port Townsend does ordain as
follows:
SECTION 1. Section 2.38.020, Composition of Board, Chapter 2.38, Community
Oriented Policing Advisory Board of the Port Townsend Municipal Code is hereby amended to
read as follows:
2.38.020 Composition of board.
The board shall consist of nine members, who shall meet the following criteria, provided that a
majority of the members shall be city residents:
A. All members shall either be city residents or work, conduct volunteer activities, or
attend school within the city;
B. At least two members shall be owners or managers of businesses located within the city;
C. One member shall be a representative from the Port Townsend School District;

Townsend High School;
E. One member shall be a senior citizen member of the community, 55 65 years of age or
older;
F. One member may be a citizen who does not otherwise meet the qualifications of
subsections A through E herein: appointed to the board for his/her s_m~cial expertise.
.CrF. Eligibility shall not extend to defendants in any pending criminal matter before the
courts nor to those individuals under active supervision by the Department of Corrections;
HO. The chief of police or a designee shall serve as an advisor to the board.

SECTION 2. Severability. If any provision of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application of the
provision to other persons or circumstances is not affected.
This ordinance shall take effect and be in force five days after the date of its publication
in the manner provided by law.
Read for the first, second, and third times and adopted by the City Council of the City of
Port Townsend, Washington, at a regular meeting thereof, held this 18th day of May, 1998.
