A RESOLUTION ESTABLISHING LOCAL ADMINISTRATIVE AND PROGRAM
RESPONSIBILIT~ FOR THE NATIONAL FLOOD INSURANCE PROGRAM IN
THE CITY OF POET TOWNSEND,~ WASPFiNGTON.
WHE~, certain areas of the C~ty of Port~ Townsend are subject
to periodic flooding from the Pacific Ocean, causing serious
damages, to properties within such areas and
~, relief is available in the form of Federally subsidized~
flood insurance as authorized~ by the National Flood' Insurance
Act of 196~; an~
WHERF~5~ it is the intent of this Connc~I to require the recog-
nition and evaluation of flood hazards in ali official actions
relating to land use in the flood plain areas ~having special
flood hazardS; and
WHEREAS~, this body has the legal author£t~ to adop~ land use con-
trol measures to reduce future, flood losses pursuant to
NOW~ THEREF0~ BE IT RESOLVED~ that this Conncil here~y:
1o Assures the Federal! Insurance Administration that~ it will
enact~ ~s necess~ and maintain in force for those areas having
~lood ha~zards,~ adequat~land use and control measure~ with effect-
zVe~enforceme~t provisions, consistent with the Criteria set forth
in Seetion1910 of the National Flood Insurance Program Regula-
tions; ~
2~ Vest~. the C~mucil with the responsibility, authori~', and
means ~:
($) Delineate or assist the Federal Insurance Administra-
tor~ at his or her request, in delineating the limits~ of the areas
having special flood' ~azar~s on available local maps o,f sufficient~
scale to ~dentify the location of b~ilSing sites;
(~ Provide such information as the Administrator may rE-
ques~ concerning pre~ent~ uses and occupancy of the £1ood plain
are~;
(~ Cooperatewith Federal, State and local agencies, and
private ~i~m.s w4ich undertake to~ s~Udy, survey~ map~ and identify
flood~ p~aln~reas~ and cooperate with neighbormng communities
with respect~to management of adjoining floodplain areas~ in order
to prevent aggravation of existing hazards; and
('~ Submit on the anniversary date of the communi~'s
initlial eligibility an annual repor~ to the Administrator on the
progress made during the past yea~ within the com~uni~in the
development~ and implementation o~ flood plain ~remm~n~emen~
me~sure~;
3. Ap~ints the E~gineering Department to maintain for pub-
lic i~spection and to furnis~upon request a record of elevations
(mean sea levels)i, of the lowest!floor (including basements)~ of all
new or substantially improve~ structures locate~ in the special
flood ha~zard areas, If the lowest floor is below grade on one or
more sides¥ the elevation of the floor immediately above must also
be recorde~.
