HomeMy WebLinkAbout2661 Establishing Non-Motorized Transportation Advisory CommitteeOrdinance No. 2661 AN ORDINANCE OF THE CITY OF PORT TOWNSEND CREATING A NEW CHAPTER 2.70, NON-MOTORIZED TRANSPORTATION ADVISORY COMMITTEE, TO THE PORT TOWNSEND MUNICIPAL CODE, ESTABLISHING A STANDING CITIZENS' ADVISORY COMMITTEE TO ASSIST IN THE IMPLEMENTATION OF THE PORT TOWNSEND NON-MOTORIZED TRANSPORTATION PLAN WHEREAS, on May 18, 1998, by Ordinance 2643, the Port Townsend City Council adopted the Port Townsend Non-Motorized Transportation Plan (the "Plan"); and WHEREAS, the Plan is a "functional plan" implementing goals and policies of Port Townsend's 1996 Comprehensive Plan; and WHEREAS, in implementing the 1996 Comprehensive Plan, the Non-Motorized Transportation Plan identifies existing and planned non-motorized transportation connections and facilities throughout Port Townsend, and establishes goals and policies for the preservation, development and maintenance of non-motorized transportation facilities and systems to enhance Port Townsend's pedestrian-oriented character; and WHEREAS, in developing the Plan, the City formed a citizens' non-motorized transportation advisory committee to formulate the goals and policies of the plan, and to make recommendations to the City's Planning Commission and City Council; and WHEREAS, a key implementation requirement in the Plan (Chapter 10) is the need to establish a standing Non-Motorized Transportation Advisory Committee, to engage in activities and tasks stated in the Plan, including the ongoing advocacy of non-motorized transportation projects and amenities; and ~, the City Council hereby adopts a new Chapter 2.70 PTMC, to permanently establish the Non-Motorized Transportation Advisory Committee composed of citizens representing a diverse cross-section of the community, as a standing committee, acting in an advisory capacity to the City Council, to assist the City in implementing the Non-Motorized Transportation Plan, NOW, THEREFORE, the City Council of the City of Port Townsend does ordain as follows: SECTION 1. A new CHAPTER 2.70, NON-MOTORIZED TRANSPORTATION ADVISORY COMMITI~E, is hereby adopted to the Port Townsend Municipal Code and shall read as follows: Sections: 2.70.010 2.70.020 2.70.030 2.70.040 CHAPTER 2.70 NON-MOTORIZED TRANSPORTATION ADVISORY COMMITTEE Committee created. Purpose. Term of appointment. Operating rules and bylaws. 2.70.010 Committee created. There is created a non-motorized transportation advisory committee, consisting of not less than seven nor more than nine members, to be appointed by the mayor with the confirmation of the city council. The members shall consist of citizens representing a broad spectrum of interests. (Ord. 2661 § 1, 1998.) 2.70.020 Purpose. The purpose of the committee established by this chapter is declared to be the following: 1. Implementation of the Non-Motorized Transportation Plan. The non-motorized transportation advisory committee will assist with, and serve as an advocate for, the implementation of the Port Townsend Non-Motorized Transportation Plan. In this capacity, the committee will promote pedestrian and bicycle travel as a viable transportation choice in Port Townsend and will promote non-motorized transportation connections to the surrounding area and geographical region. The committee shall undertake the tasks as specified in Chapter 10 of the Non-Motorized Transportation Plan, as now adopted and as hereafter amended. 2. Advisory to City Council. The committee will act in an advisory capacity to the city council, forwarding recommendations for the establishment, development, planning, funding and maintenance of the city's non-motorized transportation facilities, as described in the Port Townsend Non-Motorized Transportation Plan. All recommendations will be made to the city council's transportation committee, or such other council committee as may be responsible for policy development and discussion regarding city transportation issues. 3. Volunteer Projects. The non-motorized transportation advisory committee will actively participate in volunteer non-motorized transportation projects, as described in the Port Townsend Non-Motorized Transportation Plan, and will promote and coordinate volunteer projects for the installation and maintenance of the City's non-motorized transportation system. (Ord. 2661 § 1, 1998.) 2.70.030 Term of appointment. Committee members shall serve for a three-yea~ term. The initial term of a majority of members shall be two years, with the three-year term commencing thereafter. The committee shall elect a chairperson, who shall serve a one-year term. (Ord. 2661 § 1, 1998.) 2 Ord. 2661 2.70.040 Operating rules and bylaws. The non-motorized transportation advisory committee may adopt such bylaws as the committee may determine to be necessary for the efficient conduct of the committee's business as defined by this chapter and the Non-Motorized Transportation Plan. All meetings shall be conducted in accordance with 'Robert's Rules of Order." (Ord. 2661 § 1, 1998.) SECTION 2. Severability. If any clause, sentence, paragraph, section or part of this Ordinance or its application to any person or circumstance is held to be invalid or unconstitutional by a court of competent jurisdiction, such order or judgment shall not affect the validity or constitutionality of the remainder of any part of this Ordinance. To this end, the provisions of each clause, sentence, paragraph, section or part of this law are declared severable. This ordinance shall take effect and be in force five days after the date of its publication in the manner provided by law. Read for the first, second, and third times and adopted by the City Council of the City of Port Townsend, Washington, at a regular meeting thereof, held t_his 8th day of September, 1998.
