WHEREAS, s~bstitUte Senate Bill 2161, ,passed by the 1979 WaShington State
Legislature authorized ~itfes and t~owns to establish a small works roster, and,

the refore,
BE IT RESOLVED by the City CounciI of the City' of Port TOWnsend:
Section t. Small W?rks Rost~e~Des.c~riPtion-. aDd'~Use.. The'Ma~or is here and
hereby authorized to establish a~small~ works roster c~prf-se~d of .~all contractors
who shall apply to be' on the roster and are properly licensed ~nd registered to
perform such work in this State. The Mayor is authorized to ~use this roster to
award contracts whenever the estimated cost of such work °~'tmProvement, including
cost of materials, supplies, equipment and labor does n~t exceed 'the sum of ~:cnty
thousand dollars.
Section 2.~ F0.rmat~.o..n of~ a Small Works Roster. The Mayor shall cause public
notice to be published 'in ~Ro less than two issues of the Port Townsend Leader call-
lng for applications from~ cor~tr~o.rg Who desire to'be on th~ roster. Each application
shall he~ accompanied-by a Equal Opportunity Employment Certification, a non-colussion
affi~avit,~ and a statement of assurance which wilI satisfy all other legal require-
ments Such as prevailing wage rates, industrial insurance, bondability, etc. At
{he initiation of the roster, an attempt Sha~iI~ be -~de to contact all PreSently
licensed contractors active in Eastern Jefferson County ~to ensure that they have an
opportunity to.apply. Once'each year thereafter, a call for additional .applications
shall be made and publicnotice given.
Section 3. Roster ~s~. Whenever work. is don~ by contract, the cost of which
is-~;G~y thousand dollars or less, and the Mayor chOOses to use the roster, heshall
