RESOLUTION NO. 10-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON ENDORSING THE ACTION OF THE BOARD OF COUNTY
COMMISSIONERS TO PLACE A BALLOT PROPOSITION BEFORE THE VOTERS
TO INCREASE LOCAL SALES AND USE TAX FOR PUBLIC SAFETY, YOUTH AND
SENIOR SERVICES, COMMUNITY SERVICES AND BASIC GOVERNMENT PUBLIC
SERVICES
RECITALS
A. This Resolution supports County Resolution 30-10 (August 9, 2010). The County
Resolution asks voters whether to approve an increase in sales tax of 3/10`" of one percent
(0.3%, equal to thirty cents tax per one hundred dollar purchase) to meet a shortfall in
County revenue. The increase would fund a variety of identified programs and services
set forth in the County Resolution, including, to maintain certain sheriff; prosecutor and
other public safety services, senior services, community centers, space for 4-H, youth
programs, juvenile services, public health and basic government services.
B. The County Resolution further proposes, if the ballot measure passes, an interlocal
agreement with the City where the City would dedicate, during the first six years, 50% of
sales tax collections it would receive to Memorial Field and the Port Townsend
Recreation Center to support and restore their operation and maintenance, restore youth
after school programs, and provide capital funds for repairs and improvements.
C. By state law, one-third of all money received, if the 3/10th sale tax measure is approved,
must be used solely for criminal justice purposes, fire protection purposes, or both. Also
by law, 60% must be retained by the County and 40% must be distributed to the City.
City Council action is not required in order for the BOCC acfion to place the question
before the voters. City and County voters vote on the ballot proposition.
D. The ballot measure if approved would generate nearly $1,100,000 in collections
(rounded), meaning the City would receive 40% or $425,000 (rounded). If the City
agrees to allocate 50% of its share of collections to assist County Parks fora 6-yeaz term,
as proposed by the County, this results in $212,500 of the $425,000 City collection going
to the County, with a net of $212,500 remaining with the City.
E. This Resolution does not endorse any specific terms of an interlocal agreement with the
County if the ballot measure passes. This Resolution directs the City Manager to
negotiate the terms of an interlocal with the County on potential revenue sharing. Any
negotiations aze subject to Council (and Boazd of County Commissioner) approval of a
final agreement.
F. This City Resolution only supports placing the measure on the ballot. It does not endorse
a Yes or No vote of the County Resolution: While State law on use of public facilities

allows the City Council to collectively vote to support or oppose a ballot measure at a
properly noticed public meeting, where opponents of the measure are given an equal
opportunity to express their views, this Resolution does not do that. It only supports
placing the measure on the ballot.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:

2. Concerning the proposal in the County Resolution where the City and County would
enter into an interlocal agreement with the City dedicating, up to the first four years, a
portion of sales tax collections it would receive if the ballot measure passes, to support
County pazks and recreation, and restore their operation and maintenance, restore youth
after school programs, and provide capital funds for repairs and improvements, this
Resolution does not endorse any specific terms of an interlocal agreement with the
County. This Resolution directs the City Manager to negotiate the terms of an interlocal
with the County on potential revenue sharing. Any negotiations aze subject to City
Council (and Board of County Commissioner) approval of a fmal agreement.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this ninth day of August 2010.
