A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN
INTER LOCAL AGREEMENT WITH JEFFERSON COUNTY.
WHEREAS, Jefferson County and the City of Port Townsend entered into inter-
local cooperation agreements on the 12th of September, 1978, along with the City
of Port Angeles and Clallam County, and again in October of 1979, along with the
City of Sequim, the City of Port Angeles, the Town of Forks, and Clallam County
for the purposes of making application for funds from the Department of Housing and
Urban Development's Community Development Block Grant program.
WHEREAS, the Department of Housing and Urban Development approved funds for
said applications under Grant Nos. B-78-DN-53-0049 and B-80-DN-53-0017.
WHEREAS, it was agreed in the interlocal cooperative agreement that Block
Grant funds loaned to individual clients (homewoners) within the participating
jurisdictions' corporate limits would be returned to said jurisdicitons;
WHEREAS, Jefferson County was proposed by the aforementioned participating
jurisdicitons and was approved by the Department of Housing and Urban Development
as the "lead agency" for said grants;
WHEREAS, Jefferson County, through an administrative services contract with
the Clallam-Jefferson County Community Action Council, Inc., a non-profit corporation
under the laws of the State of Washington, conducted the Housing Rehabilitation Program
as proposed in the application and as required by the Department of Housing and Urban
Development;
WHEREAS, the amount of loans issued to clients in the City of Port Townsend
during said grant period was $256,256.97, with an outstanding balance of $249,947.38
as of June 15, 1981, the last day of operation of said grant;
WHEREAS, The Department of Housing and Urban Development allows its grantees
to re-use Community Development Block Grant funds that are returned through client
loan repayments, but prescribes that use in specific terms as set forth in 24 CFR
Part 570, published in the Federal Register'on August 27, 1979 (Vol. 44, No. 167),
attached below as Exhibit A.
WHEREAS, the Department of Housing and Urban Development will continue to recognize
Jefferson County as the lead agency and will hold it responsible for the future re-use
of funds for whatever purposes, and not the City of Port Angeles, the City of Port Town-
send, the City of Sequim, the Town of Forks, or Claltam County as the responsible
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO HEREBY
RESOLVE:
Section 1. That the Mayor is hereby authorized and directed to sign the
agreement marked Exhibit "A" attached hereto as though fully setforth herein.
