HomeMy WebLinkAbout2673 Supplemental Budget AppropriationsORDINANCE AN ORDINANCE appropriating the sum of $99,563 to the Current Expense Fund; $2,019 to the Water/Sewer Fund; $570 to the Local Improvement District No. 1 Bond Fund; $8,763 to the 1956 Transmission Line Replacement Fund; $3,800 to the 1992 Water/Sewer Bond Redemption Fund; and a reduction of $15,696 to the Library Fund, making findings and declaring an emergency. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 1998 BUDGET, MAKES THE FOLLOWING FINDINGS: Whereas, the' Mayor/Council has experienced greater than anticipated needs for certain operating expenses; and Whereas, the City Administrator has experienced greater than anticipated needs for certain operating expenses; and Whereas, the City Attorney has experienced greater than anticipated needs for certain operating expenses; and Whereas, the Building and Community Development Department has experienced greater than anticipated needs for certain operating expenses; and Whereas, the City Clerk has experienced greater than anticipated needs for certain operating expenses; and Whereas, the Police Department has experienced greater than anticipated needs for salaries and employee benefits and certain operating expenses; and Whereas, the Finance Department has experienced greater than anticipated needs for salaries and employee benefits and certain operating expenses; and Whereas, the Public Works Department programs for City Hall and Public Restrooms has experienced greater than anticipated needs for certain operating expenses; and Whereas, the intergovernmental agreement with Jefferson County has been finalized for contracted services which were greater than anticipated; and Whereas, the Library will reduce certain capital expenditures for carryover to fiscal year 1999; and Whereas, the Water/Sewer Fund has experienced greater than anticipated needs for salaries and employee benefits and certain operating expenses; and Whereas, the Local Improvement District No. 1 Bond Redemption Fund has experienced greater than anticipated needs for debt repayment expenses; and Whereas, the 1992 Water/Sewer Bond Redemption Fund has experienced greater than anticipated needs for debt repayment expenses; and Whereas, the 1956 Transmission Line Replacement Fund has experienced greater than anticipated needs for debt repayment expenses; and THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND IN REGULAR SESSION ASSEMBLED DOES ORDAIN AS FOLLOWS: Section 1 The sum of NINETY NINE THOUSAND FIVE HUNDRED SIXTY THREE DOLLARS ($99,563) is hereby appropriated as a supplement to the 1998 Current Expense Fund budget, $60,063 from fund balance and $39,500 from an operating transfer from the Water/Sewer Fund as shown in Exhibit A, attached hereto. Section 2. The sum of FIFTEEN THOUSAND SIX HUNDRED NINETY-SIX DOLLARS ($15,696) is hereby reduced from the Library Fund as set forth in Exhibit A, attached hereto. Section3 The sum of FIVE HUNDRED SEVENTY DOLLARS ($570) is hereby appropriated as a supplement to the 1998 Local Improvement District No. 1 Bond Fund Budget from budgeted ending fund balance in said fund as set forth in Exhibit A attached hereto. Section 4 The sum of THREE THOUSAND EIGHT HUNDRED DOLLARS ($3,800) is hereby appropriated as a supplement to the 1998, 1992 Water/Sewer Revenue Bond Redempti°n Fund Budget from the budgeted ending fund balance in said Fund as set forth in Exhibit A attached hereto. Section5 The sum of EIGHT THOUSAND. SEVEN HUNDRED SIXTY THREE DOLLARS ($8,763) is hereby appropriated as a supplement to the 1998, 1956 Transmission Line Replacement Fund Budget from the budgeted ending fund balance in said Fund as set forth in Exhibit A attached hereto. Section 6 There is hereby found and declared to be an emergency requiring the foregoing appropriations to the 1998 budget. Section 7 This ordinance shall take effect upon its passage, approval, and publication in the form and manner provided by law.
