HomeMy WebLinkAbout10-023 Compliance with Surface Water TreatmentRESOLUTION NO. 10-023 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, AUTHORIZING PILOT TESTING OF SLOW SAND FILTRATION AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL CONTRACTS WITHIN APPROVED BUDGETS RELATED TO THE DEVELOPMENT, ANALYSIS AND REFINEMENT OF WATER TREATMENT OPTIONS NECESSARY FOR COMPLIANCE WITH THE LONG-TERM 2 ENHANCED SURFACE WATER TREATMENT RULE WHEREAS, in 2006 the Environmental Protection Agency passed the Long-Tenn 2 Enhanced Surface Water Treatment Rule which places more stringent treatment requirements on all surface water drinking water systems in the U.S.; and WHEREAS, City staff and consultants have performed preliminary analysis of treatment options, recommending consideration of slow sand filtration and ultraviolet disinfection, or membrane filtration, if needed; and WHEREAS, at a Council workshop on June 14, 2010 staff presented the process for compliance and the recommended treatment options and Council indicated consensus to proceed; and WHEREAS, compliance is mandatory; and WHEREAS, the 2010 Capital Improvement Plan provides for design, testing, and studies related to selection of an appropriate means of water treatment NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: 1. The City Council authorizes the City Manager to proceed with pilot testing of slow sand filtration. 2. The City Manager is authorized to sign all contracts, within approved budgets, related to the development, analysis, and refinement of water treatment options before the final decision is brought to City Council in fa112011. ADOPTED by the City Council of the City of Port Townsend at a regular meeting thereof, held this 12th day of July, 2010.
