AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING CHAPTER
2.04, PORT TOWNSEND CITY COUNCIL RULES, OF THE PORT TOWNSEND
MUNICIPAL CODE, TO PROVIDE FOR THE ADOPTION OF CITY COUNCIL
RULES BY RESOLUTION AND IMPLEMENTING THE CHANGE TO COUNCIL-
MANAGER FORM OF GOVERNMENT
WHEREAS, the Port Townsend City Council has traditionally operated its business
meetings and functions in accordance with rules adopted and codified in Chapter 2,04 PTMC; and
WHEREAS, previously adopted Council rules reflected the Mayor-Council form of
government; and
WHEREAS, the City of Port Townsend has recently completed a transition to the Council-
Manager form of government, necessitating the adoption of new City Council rules of procedure
which accurately reflect the changes in policy making and administrative roles of the Council,
Mayor and City Manager; and
WI~REAS, the City Council hereby amends the existing City Council Rules to adopt an
abbreviated Chapter 2.04 PTMC, which makes reference to new Council rules, adopted by
resolution of the City Council. In taking this action, the City Council intends to provide for the
efficient, accountable operation of the City and provide maximum opportunities for public
involvement in matters of City policy,
NOW' THEREFORE, the City Council of the City of Port Townsend does ordain as
follows:
SECTION 1. Chapter 2.04, Port Townsend City Council Rules, of the Port Townsend
Municipal Code is hereby amended and shall be codified to include the history of this chapter
as follows:

2.04.010 Business meetings - Attendance ~.
A. Regular city council business meetings are held twice monthly and are scheduled on
the first and third Mondays of the month at 6:30 p.m. in the City Hall Council Chambers, or
at such temporary location' as designated by resolution adopted by the city council. When
council meeting dates fall on a legal holiday, the meeting shall be held on the next day that is
not a legal holiday, at 6:30 p.m.
B. Council study sessions and workshops may be held in accordance with the council's
rules of procedure, adopted by resolution of the city council.
CB. Special city council meetings may be called to conduct city business as needed in
accordance with proper notification requirements of state law.

In accordance with Chapters 35A. 11 and 35A. 13 RCW; the Port Townsend city council shall.
by resolution, adopt such rules of procedure as the city council deems appropriate. Rules of
procedure shall be adopted and amended at regular city Council business meetings.

SECTION 2. Severability. If any provision of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application of
the provision to other persons or circumstances is not affected.
This ordinance shall take effect and be in force five days after the date of its publication
in the manner provided by law.
Adopted by the City Council of the City of Port Townsend, Washington, at a regular
