A RESOLUTION OF THE CITY COUNCIL FOR THE
CITY OF PORT TOWNSEND SUPPORTING THE CON-
CEPT OF THE RENOVATION OF THE HISTORIC
FORT WORDEN STATE PARK BALLOON HANGAR AND
THE CONTRIBUTION OF FUNDS THEREFOR SUBJECT
TO CERTAIN CONDITIONS PRECEDENT
WHEREAS, the State of Washington Parks and Recreation Commis-
sion and Centrum Foundation have undertaken to renovate the his-
toric Balloon Hangar located at Fort Worden State Park to create
and establish a performing arts facility; and
WHEREAS, the City of Port Townsend has applied for a FHA Com-
munity Facilities Loan to be used as a portion of the funds financ-
ing such improvements, on condition that an appropriate contract
or contracts are executed establishing the City's interest in the
facility sufficient to make such expenditure and the repayment of
the loan lawful for the use of Hotel-Motel Transient Tax under the
laws of the State of Washington; now, therefore,
BE IT RESOLVED that the City Council for the City of Port
Townsend supports the concept of renovation and reconstruction of
the Balloon Hangar at Fort Worden State Park for use as a public
pavilion for performing arts, cultural and educational activities
and other public recreational purposes, and further supports the
concept of a contribution of $273,000 from the City for such pur-
poses provided that first:
(1) The City obtains the FHA loan of $250,000;
(2) A contract or contracts are executed with the appropriate
parties on terms acceptable to the City establishing the City's
interest in the facility and the use and operation thereof suffi-
cient to make the expenditure of said fun~ds lawful under the laws
of Washington State, such determination to be made by and in the
sole discretion of the City of Port Townsend;
(3) Final plans for the proposed renovation and construction
are approved by the City Council;
(4) Sufficient funds are raised by the State and/or the Cen-
trum Foundation to proceed with the project, and they do in fact
proceed with the project
PASSED by the City Council for the City of Port Townsend and
signed by the Mayor this 17th day of October, 1989.
