HomeMy WebLinkAbout90-043RESOLUTION NO. 90 - C~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND ESTABLISHING GOALS FOR THE MANAGEMENT OF SOLID WASTE AND STATING GENERAL POLICY WHEREAS, the City Council authorized Jefferson County to prepare a plan for the City's solid waste management for inclusion in the comprehensive county plan on September 6, 1988, and, WHEREAS, the city does not abrogate any of its powers to regulate levels and types of services within the corporate limits of the City, now, therefore, BE IT RESOLVED, that: A. The City of Port Townsend has determined that the following priorities for the collection, handling, and management of solid waste are necessary and should be followed in a descending order as applicable. 1. Waste reduction. 2. Recycling, with source separation of recyclable materials as the preferred method. 3. Energy recovery, incineration, or landfill of separated waste. 4. Energy recovery, incineration, or landfill of mixed waste. B. Recycle programs implemented within the city must attempt to make recycling as affordable and convenient as mixed waste disposal. It is the goal of the City of Port Townsend to reach, maintain, and if possible, exceed at least a 50% recycling rate by 1995. C. The ability of a garbage handler to facilitate these goals shall be included in the selection criteria when choosing vendors to handle the solid waste of the city. PASSED this 1st day of May, 1990.
