A RESOLUTION AUTHORIZING NEGOTIATION AND EXECU-
TION OF A CONSULTING AGREEMENT BETI~EN THE CITY
OF PORT TOWNSEND AND ECONOMIC & ENGINEERING
SERVICES, INC.
~EREAS, the Public Works Department and the City Council of
the City of Port Townsend have determined that it is in the in-
terest of the City to undertake a water and sewer cost of service
and rate design study; perform a high cost threshold test with
respect to water and sewer rates for grant funding; and develop a
methodology for waner, wastewater, storm, street system and other
development charges; and
WHEREAS, Economic & Engineering Services, Inc., is able and
qualified to provide professional services to the City necessary
to prepare and complete such work; and
WHEREAS, Economic & Engineering Services, Inc., is able to
conduct the water and wastewater rate study, water and wastewater
cost of service study and related work at a cost to the City not
to exceed $ ~0~,~ ; now, therefore,
BE IT RESOLVED by the City Council for the City of Port Town-
send that the Mayor, Public Works Director and
City Attorney for the City of Port Townsend be, and they are here
and hereby authorized to negotiate and prepare a Contract with
Economic & Engineering Services, Inc., for such work, the cost of
which shall not exceed $ ~O0~ for such work, with such
terms, conditions and provisions that they deem advisable and
beneficial; and
BE IT FURTHER RESOLVED that the Mayor and City Clerk be and
they are here and hereby authorized to execute such contract on
behalf of the City; and
BE IT FURTHER RESOLVED that the City Treasurer be and he is
here and hereby authorized to issue the City's warrant or war-
rants in accordance with such contract in payment of compensation
for such services pursuant to the contract.
BE IT FURTHER RESOLVED that the City Council finds that the
services to be provided constitute professional services, and do
not constitute architectural, engineering or other services.
Passed by the City Council for the City of Port Townsend and
approved and signed by the Mayor of the City this /~ day of
