A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK
OF THE CITY TO EXECUTE A DOCK LICENSE AGREEMENT ON
BEHALF OF THE CITY WITH CLIPPER NAVIGATION, INC.
k~EREAS, Clipper Navigation, Inc., has proposed to establish a
passenger-only ferry service in Port Townsend, Jefferson County,
Washington; and
WHEREAS, Clipper has negotiated and executed a Lease with the
Port of Port Townsend to utilize Quincy Street Dock for such facil-
ity, and has or will apply to the City of Port Townsend for a zoning
Conditional Use Permit, and has or will apply for any other applica-
ble permits; and
WHEREAS, in connection with any Conditional Use Permit, the
City under the parking Ordinances of the Zoning Code of the City is
authorized and required to require a provision for off-street park-
ing facilities zn connection with the' use, and such parking is to
be determined and established by the City in connection with any
Conditional Use Permit that may be issued; and
WHEREAS, the City desires to conduct a traffic and parking
study to determine the impact upon traffic and parking facilities
of the proposed passenger-only ferry service, and to do so, it would
be beneficial to the parties and to the citizens of the City if
Clipper on a trial basis conducted its operations from City Dock to
provide a service on which such a traffic and parking study could be
made and based; and
~EREAS, the City has permitted other vessels to utilize City
Dock at various times for the embarking or disembarking of p~ssenger
foot traffic; now, therefore,
BE IT RESOLVED by the City Council for the 'City of Port Town-
send that the Mayor and City Clerk of the City be and
hereby authorized and directed to execute on behalf of
Dock License Agreement, substantially in the form atta,
as Exhibit A, incorporated herein by this reference as
in full, and may make mznor adjustments in the terms o~
ment if required during the course of negotiations bet,
ties, and if necessary to make an Agreement acceptable
interests of the City.
