HomeMy WebLinkAbout91-055RESOLUTION NO. 91.-55 A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF POET TOI~SEND AUTHORIZING THE DEDICATION OF CER- TAIN CITY LANDS FOR CITY STREET PURPOSES Having considered the reports and recommendations df the City of'Port Townsend Planning and Building Department and the Public Works Director of the City, the City Council for the City of Port Townsend finds: 1. The area within the City lying West of Howard Street and North of Discovery Road is being developed generally at a raoid mace, primarily for residential purposes. 2. Portions of the area are unplatted and are not adequately served by public streets. 3. Many existing platted streets in the area terminate at the boundaries of existing plats and therefore do not provide for safe, efficient and developmentally sound traffic circulation in the area, nor for adequate access ~or fire, ~olice and other emer- gency vehicles. 4. ~ile some unplatted properties within the area may be subdivided now or in the future and provide for streets and wavs within the subdivisions and connecting to some existing platte~ streets, other unplatted properties may not be subdivided for some time. However, a safe, e~ficient and developmentally sound traf- fic circulation system is desirable and in the public interest presently to serve the area. 5. The City presently ovms property within the area ("City property") which is under no restriction or covenant as to use, which can in part be effectively used for public street purposes. The City property is described as follows: The East Half of the Northeast Quarter of the Northeast Quarter of the Northwest Quarter of Section 9, Township 30 North, Range 1 West, W.M., also known as Tax Parcel 30, situate· in the City of Port Townsend, Jefferson County, Washington. RESOLUTION - 1 6. It is in the interests of the City and of the public gener- ally to dedicate a portion of the property for City street purposes to serve this public need and to be able to avoid having to pay for and acquire alternative right-of-way routes or having to wait for further subdivisions within the area by which other public streets may be established. 7. To accomplish these purposes, the City Council proposes to dedicate, as and for a City street, the following described strip of land running through the City property, to connect proposed Twentieth Street to proposed Thirteenth Street, as shown on attached Exhibit A, incorporated herein as if set forth in full, and as set forth on at- tached Exhibit B, which is by this reference incorporated herein as if set forth in full. 8. The proposed dedication is in furtherance of the public in- terest, safety and welfare and would generally improve traffic cir- culation in that area of the City and enhance fire, police and other emergency services and vehicles. NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of Port Townsend that the Mayor and City Clerk of the City be auth- orized and are hereby directed to execute and record on behalf of the City a Dedication Deed and such other instruments as may be nec- essary or appropriate to dedicate the property described in para- graph 7 above for City street purposes, and the Clerk is authorized to issue the City's warrant or warrants necessary to pay recording and any other fees for such purposes.
