HomeMy WebLinkAbout91-063REsourrioN A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORTTOWNSENDADOPTINGTHEJEFFERSONCOUNTY COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN UPDATE WHEREAS, the Jefferson County Comprehensive Solid Waste Management Plan Update of October, 1990, has been developed in accordance with the requirements of Chapter 70.95 of the Revised Code of Washington and Chapter 173-304 of the Washington Administrative Code and has utilized the Department of Ecology Planning Guidelines 86-4 and 90-11, and, WHEREAS, the plan is a tool to develop solid waste programs that promote and maintain a high level of public health and safety and which protects the natural and human environment of Jefferson County, and, WHEREAS, the Jefferson County Solid Waste Advisory Committee, of which the city is a member, has participated and advised the county during the development of the plan and has stated its support of the plan, and, WHEREAS, the Jefferson County Department of Public Works and the Solid Waste Advisory Committee has held six open forums for public participation in the development process and Jefferson County Board of Commissioners has held a public hearing, now, therefore, BE IT RESOLVED, that: The Jefferson County Comprehensive Solid Waste Management Plan Update date October, 1990, is here and hereby adopted as the Comprehensive Solid Waste Management Plan for the City of Port Townsend. PASSED this 6th day of August, 1991. Attest: City Clerk Mayor Approve~ as to form: '/~n ,,y'~ ' STATE OF WASHINGTON COUNTY OF JEFFERSON In the Matter of Adopting the Jefferson x County Comprehensive Solid x Waste Management Plan Update x Resolution No. 76 91 WHEREAS, the Jefferson County Comprehensive Solid Waste Management Plan Update (CSWMP) of October 1990 has been developed in accordance with the requirements of Chapter 70.95 RCW (Solid Waste Management--Recovery and Recycling) and Chapter 173-304 WAC (Minimum Functional Standards for Solid Waste Handling) and has utilized the Department of Ecology Planning Guidelines WDOE 86-4 and WDOE 90-11; and WHEREAS, the CSWMP October 1990 updates the 1983 CSWMP; and WHEREAS, the plan recognizes and addresses the priorities set forth in Chapter 70.95 RCW: 1) Waste Reduction 2) Recycling, with source separation of recyclable material as the preferred method. 3) Energy recovery, incineration or landfilling of separated waste. 4) Energy recovery, incineration or landfilling of mixed waste; and WHEREAS, the plan is a tool to develop solid waste programs that promote and maintain a high level of public health and safety and which protects the natural and human environment of Jefferson County; and WHEREAS, the CSWMP update contains background information on solid waste management in Jefferson County, presents a summary of current practices, outlines future system options and makes recommendations for preferred system options and incorporates system costs for the next six and twenty years; and WHEREAS, the Jefferson County Solid Waste Advisory Committee (SWAC) has participated and advised the county during the development of the plan and has stated its support of the plan; and WHEREAS, The Department of Public Works and the SWAC has held six open forums for public participation in the development process and the Jefferson County Board of Commissioners has held a public hearing; and NOW THEREFORE BE IT RESOLVED, that the Jefferson County Board of Commissioners do hereby approve and adopt the Jefferson County Comprehensive Solid Waste Management Plan Update October 1990.
