ORDINANCE N0.3029
AN ORDINANCE appropriating the sum of $201,576 to the General Fund; $36,566
to the Library Fund; $68,000 to the Public Works Admin & Engineering Fund;
$5,762 to the Lodging Tax Fund; $11,200 to the Fire and Emergency Services Fund;
$445,000 to the Community Development Block Grant Fund; $2,500 to the G.O.
Debt Service Fund; $23,231 to the City Hall Construction Fund; $96,140 to the
Equipment Rental & Revolving Fund; $7,838 to the Firemen's Pension Fund;
$13,200 to the Golf Course Fund; $441,000 to the Northwest Maritime Fund and
making findings and declaring an emergency.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF
THE 2009 BUDGET, MAKES THE FOLLOWING FINDINGS:
WHEREAS, the General Fund experienced unanticipated labor costs, unemployment
charges, county intergovernmental charges, professional services and operating supply costs
totaling $201,576 causing greater than anticipated appropriations need; and
WHEREAS, the Library Fund received additional grant revenues and incurred
unanticipated labor, professional services, equipment, and operating supplies costs totaling
$36,566 causing greater than anticipated appropriations need; and
WHEREAS, the Public Works Admin and Engineering Fund incurred unanticipated
labor costs totaling $68,000 causing greater than anticipated appropriations need; and
WHEREAS, the Lodging Tax Fund incurred unanticipated professional service costs
totaling $5,762 causing greater than anticipated appropriations need; and
WHEREAS, the Fire and Emergency Services Fund incurred additional
intergovernmental services costs totaling $11,200 resulting from increased new construction
tax revenues causing greater than anticipated appropriations need; and
WHEREAS, the Community Development Block Grant Fund received federal pass
through grants and incurred additional subrecipient grant costs totaling $445,000 causing
greater than anticipated appropriations need; and
WHEREAS, the G.O. Debt Service Fund incurred unanticipated debt services costs for
Public Works Trust Fund loans totaling $2,500 causing greater than anticipated appropriations
need; and
WHEREAS, the City Hall Construction Fund has been closed with a remaining balance
of $23,231 to pay interfund loan interest to the Transmission Pipeline Trust Fund amounting to
$23,231 for an outstanding construction loan causing greater than anticipated appropriations
need; and

WHEREAS, the Equipment Rental and Revolving Fund incurred unanticipated costs for
City Council digital meeting management system costs and overhead costs totaling $96,140
causing greater than anticipated appropriations need; and
WHEREAS, the Firemen's Pension Fund incurred professional services costs for a
required actuarial study amounting to $7,838 causing greater than anticipated appropriations
need; and
WHEREAS, the Golf Course Fund incurred repairs and maintenance costs of $13,200
causing greater than anticipated appropriations need; and
WHEREAS, the Northwest Maritime Fund received additional federal grant revenues
and incurred subrecipient pass through grant costs totaling $441,000 causing greater than
anticipated appropriations need; and
WHEREAS, a duly noticed public hearing was held on December 7, 2009.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, DOES ORDAIN AS FOLLOWS:
Section 1. The sum of TWO HUNDRED ONE THOUSAND FIVE HUNDRED
SEVENTY SIX DOLLARS ($201,576) is hereby appropriated as a supplement to the 2009
General Fund budget from unreserved fund balance.
Section 2. The sum of THIRTY SIX THOUSAND FIVE HUNDRED SIXTY SIX
DOLLARS ($36,566} is hereby appropriated as a supplement to the 2009 Library Fund budget
from increased revenues and from unreserved fund balance.
Section 3. The sum of SIX EIGHT THOUSAND DOLLARS ($68,000) is hereby
appropriated as a supplement to the 2009 Public Works Admin and Engineering Fund budget
from unreserved fund balance.
Section 4. The sum of FIVE THOUSAND SEVEN HUNDRED SIXTY TWO
DOLLARS ($5,762) is hereby appropriated as a supplement to the 2009 Lodging Tax Fund
from unreserved fund balance.
Section 5. The sum of ELEVEN THOUSAND TWO HUNDRED DOLLARS
($11,200) is hereby appropriated as a supplement to the 2009 Fire and Emergency Services
Fund from additional revenues.
Section 6. The sum of FOUR HUNDRED FORTY FIVE THOUSAND DOLLARS
($445,000) is hereby appropriated as a supplement to the 2009 Community Development
Block Grand Fund from additional revenues.

Section 7. The sum of TWO THOUSAND FIVE DOLLARS ($2,500) is hereby
appropriated as a supplement to the 2009 G.O. Debt Service Fund budget from increased
revenues.
Section 8. The sum of TWENTY THREE THOUSAND TWO HUNDRED
THIRTY ONE DOLLARS ($23,231) is hereby appropriated as a supplement to the 2009 City
Hall Construction Fund budget from unreserved fund balance.
Section 9. The sum of NINETY SIX THOUSAND ONE HUNDRED FORTY
DOLLARS ($96,140) is hereby appropriated as a supplement to the 2009 Equipment Rental &
Revolving Fund budget from unreserved fund balance.
Section 10. The sum of SEVEN THOUSAND EIGHT HUNDRED THIRTY EIGHT
DOLLARS ($7,838) is hereby appropriated as a supplement to the 2009 Firemen's Pension
Fund budget from unreserved fund balance.
Section 11. T11e sum of THIRTEEN THOUSAND TWO HUNDRED DOLLARS
($13,200) is hereby appropriated as a supplement to the 2009 Golf Course Fund budget from
unreserved fund balance.
Section 12. The sum of FOUR HUNDRED FORTY ONE THOUSAND DOLLARS
($441,000) is hereby appropriated as a supplement to the 2009 Northwest Maritime Fund
budget from additional grant revenues.
Section 13. There is hereby found and declared to be an emergency requiring the
foregoing appropriations to the 2009 budget.
Section 14. This ordinance shall take effect upon its passage, approval, and
publication in the form and manner provided by law.
ADOPTED by the City Council of the City of Port Townsend, Washington, at a
special meeting thereof, held this fourteenth day of December 2009.
